The Board of Supervisors of the County of Contra Costa resolves
that:
on October 2, 1981, Resolution No. 81/884 of the Board of
Supervisors of Contra Costa County, making application for Local
Agency Formation Commission approval of the incorporation of the
City of Danville, was filed with the Executive Officer of the
Commission. As stated in said Resolution, the name proposed for
the city is the City of Danville.
As set -fo.r.th by the citizens proposing the incorporation, the
reasons for the proposed incorporation are:
1. ) That the affected territory should be governed
by councilmen elected from its residents because such
a governing body would be more directly accessable and
responsible to the citizens in the territory.
2. ) That the affected territory has sufficient
copulation and economic base to support its own municipal
government.
3. ) That the affected territory has sufficient
resources, has common identity and needs, and has an
interest in participation in government.
4 . ) That the levels of public services (e.g. , planning,
public works, and police) would be improved for the affected
territory.
5. ) That the affected territory would be better
able to compete for and obtain local, regional, state
and federal funds and services.
On December 9, 1981 the Local Agency Formation Commission approved
the proposed incorporation, with boundaries as set forth in the attached
Exhibit A. As found by the Commission, the number of inhabitants
residing in the affected territory of the proposed city is 25,771
The proposed incorporation is subject to the following conditions,
imposed by the Local Agency .Formation Commission:
1. ) That the boundaries of the affected territory
to be incorporated be those described in the attached
Exhibit A;

2. ) That the effective date of the incorporation
be July 1, 1982;
3. ) That the only elected officers for the City of
Danville be the members of the City Council;
4. ) That the ballot measure presented to the voters,
at the election called by the Board of Supervisors for
the approval or disapproval of the incorporation, provide
for establishing an appropriations limit for the City of
Danville pursuant to Article XIII (B) of the California
Constitution and that such appropriations limit be
approved by the voters if the incorporation is to become
effective.
The Local Agency Formation Commission also recommended that the
amount of the appropriations limit to be placed on the ballot be
$4, 977, 830. 00.
The Board of Supervisors of Contra Costa will hold a public
hearing on the proposed incorporation at 10 : 30 a.m. on Tuesday,
January 19, 1982 in the Chambers of the Board of Supervisors, 651 Pine
Street, Martinez , California. Any registered voter residing within
the affected territory proposed to be incorporated may file a written
protest against the incorporation. at any time prior to conclusion of
the hearing. Such a written protest must contain the name and address
of the registered voter protesting the hearing.
The Clerk of this Board shall cause notice of this hearing to
be given in accordance with Government Code SS35251 + 35252.
