HomeMy WebLinkAboutRESOLUTIONS - 01011981 - 1981-1383 IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, STATE OF CALIFORNIA In the Matter of Revising the ) Procedures for Determining the ) Program and Project Priorities ) RESOLUTION NO, 81/1383 for Federal-Aid Urban System } Projects. ) WHEREAS the Congress of the United States has in the Federal-Aid Highway Act of 1973 declared it to be in the national interest for federal funds to be expended for highway projects on the Federal-Aid Urban System and transit projects in the urbanized area and urban areas in Contra Costa County; and WHEREAS the Legislature of the State of California has enacted Chapter 201 of the Statutes of 1971, by which federal funds may be made available for use on county highways , city streets, and state highways and transit projects in accordance with the intent of the federal act; and WHEREAS there exists a compelling need for improvement of streets and highways and transit facilities within the boundaries of Contra Costa County; and WHEREAS the State Department of Transportation has required that a program be established for the expenditures of Federal-Aid Urban System Funds; and WHEREAS State law requires that all federally funded highway and transit projects be approved by the Metropolitan Transportation Commission for conformance with the Regional Transportation Plan; and WHEREAS before Federal-Aid will be made available for Urban System Projects within Contra Costa County► procedures and criteria for determining project priorities must be submitted to the State Department of Transportation for approval thereof; and WHEREAS the periodic updating of the Federal-Aid Urban system procedures: is necessary; NOW, THEREFORE BE IT RESOLVED that the Board of Supervisors of Contra Costa County REQUESTS that the following procedures and criteria for determining Federal-Aid for Urban System Projects be approved by the Metropolitan Transportation Commission and by the State Department of Transportations 1 . The Board of Supervisors hereby confirms the Contra Costa County Urban System Technical Advisory Committee which shall consist of the City Engineer or Director of Public Works or similar representative from the following cities: Antioch, Clayton, Concord, El Cerrito, Hercules , Lafayette, Martinez , Moraga, Pinole, Pittsburg, Pleasant Hill , Richmond, San Pablo, Walnut Creek and any other city or town hereinafter incorporated within the urbanized areas of Contra Costa County; a representative from the State Department of Transportation; a representative from the Contra Costa County Public Works Department; a representa- tive from the Metropolitan Transportation Commission; a representa- tive from the Bay Area Rapid Transit District; and a representative each from the Alameda-Contra Costa Transit District , Central Contra Costa. Transit Authority, East Contra Costa Transit Authority, RESOLUTION NO. 81/1383 `I� and Western Contra Costa County Transit Authority. Each of the above agencies shall have one vote on the Committee. 2 . Nominations of project (s) on the Urban Systems shall be submitted to the Contra Costa County Director of Public Works. These requests may be submitted by eligible cities within the County, by the State, the Bay Area Rapid Transit District , each of the aforementioned Transit Districts or Authorities or by the County itself. 3 . The submitted projects shall be referred to the Contra Costa County Urban System Technical Advisory Committee for review and the preparation of a recommended program. The priorities of submitted projects will be based on criteria estab- lished by the Committee, including the following: (a) State of Readiness (status of plans, specifications, estimate, EIR, approvals, agreements, etc. ) , (b) Safety improvements proposed by the project, (c) Benefit to fined transit (BARTD) , (d) Benefit to proposed or existing bus service or routes, (e) Improved access to freeways or major routes, (f) Increased capacity and reduction of congestion, (g) Significant traffic relief to other streets/roads, (h) Benefit to bicycle and pedestrian movements. 4 . The program shall be referred to the Contra Costa County Mayors' Conference for approval. Said approval shall require approval of the majority of the eligible cities in Contra Costa County and also the cities representing the majority of population in Contra Costa County. 5. The Board of Supervisors shall hold a public hearing and, after the approval of the program, shall forward it with a summary of the public hearing to the Metropolitan Transportation Commission by March 1 for review of the regional projects as to conformance with the Regional Transportation Plan and for program approval. 6. Said program shall also be concurrently transmitted to the Director and District Director of the State Department of Transportation for review and for approval by the California Transportation Commission. 7 . Said program shall be reviewed at least once a year to consider additional projects as submitted by eligible agencies for addition to the priority schedule and for the deletion of projects. BE IT FURTHER RESOLVED that aforesaid procedure supersedes Resolution No. 75/568 adopted by the Board on July 22, 1975. BE IT FURTHER RESOLVED that copies of this resolution be forwarded to the State Director of the Department of Transpor- tation and to the Metropolitan Transportation Commission for approval of the above procedure.
