Hoffman Corridor Project, Route I-180, in )
Richmond )
WHEREAS, the proposed improvements to the Hoffman routing, an existing
4-lane City street, have been planned by both the City of Richmond and the
California Department of Transportation for over 25 years, and
WHEREAS, the citizenry of Richmond is being constantly subjected to
extremely high volumes of slow-moving traffic - approximately 50,000 vehicles
per day of which over 8,500 are large trucks; and
WHEREAS, the users of this hazardous route are exposed to the dangers
of 4 railroad at-grade crossings, numerous signalized intersections and right-
angle turns, all of which result in a continuing needless loss of life and injury,
and
WHEREAS, our citizens living and working along this perilous route are
not only continuously exposed to the hazards of this unsafe facility, but have
also been ,exposed to 25 years of economic loss due to the detriment of the value
to their property; and
WHEREAS, the immediate commencement of the proposed facility will ensure
that our citizenry and those who pass through our community will no longer be
exposed to these perils; and
WHEREAS, the Federal Clean Air Act provides for exemptions from the
funding limitations of Section 176(x); and
WHEREAS, the local Environmental Protection Agency office has denied
the requested exemption; and
WHEREAS, the California Department of Transportation is the project's
sponser and, therefore, the proper authority to appeal this denial .
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of the
County of Contra Costa requests that the California Department of Transportation
submit an appeal to the Environmental Protection Agency's denial of the exemption
from the funding limitations of Section 176(x) of the Clean Air Act for the
proposed Hoffman Corridor Freeway Project in Richmond.
PASSED by the Board on October 20, 1981 by the following vote~
AYES. Supervisors Fanden, Schroder, McPeak, Torlakson, Powers

ABSENT: None
