Medical Service
The Contra Costa County Board of Supervisors RESOLVES THAT:
A. Background:
The Director of the Health Services Department has
recommended the collection of a cash deposit from certain
patients before receiving outpatient services in the Contra
Costa County Health Services Department, and has recommended
a schedule of cash deposits for outpatient services from
patients who are not eligible for any program (e.g. , Medi-Cai,
Medicare, etc. ) ; and the County Administrator recommends that
the cash deposit procedure and deposit schedule be effective
on or after October 1, 1981; and
B. County Policy & Procedure.
1. The County, through its Health Service ' s Department,
shall continue to fulfill its legal obligation to provide medical
care to those unable to pay all or part of the costs thereof.
2 . In order to establish eligibility for County care,
persons seeking medical care may be required to apply for 14edi-
Cal, either before or after treatment.
3 . Persons who do not qualify for Medi-Cal, as a condition
of receipt of medical care at County hospital, may be required
to post a cash deposit in accordance with the following
schedule, subject to adjustments pursuant to Paragraph 4
below:

4 . The actual dollar amounts of cash deposits required by
Paragraph 3 above shall be adjusted downwards based on the patient ' s
ability to pay computed in accordance with some established Board
policy; a report on the basis for computing those reduced
deposits shall be prepared by the Health Services Director
and filed with the Clerk of the Board.
5. The Health Services Director may refund any portion
of said deposits that exceeds the cost of care.

6. "Cash Deposits" or payments for medical care may be
made in cash, personal check, or authorized credit card. Further,
pursuant to Government Code Section 6159, the Health Services
Department (County Hospital, etc. ) is hereby authorized to accept
credit cards as a means of making "cash deposits" or payiilg bills
owing the County for the Department' s services, pursuant to such
regulations as its Director may promulgate with the approval
of the County Auditor-Controller and county Administrator,
including specifying services and debts covered, Procedures,
contracts with credit card companies, and the like, all according
to Section 6159.
C. Delegation to Health Services Director. The Health Services
Director may develop such department policies and procedures as
are necessary and appropriate to implement the foregoing policies.
