HomeMy WebLinkAboutRESOLUTIONS - 01011981 - 1981-1112 IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, STATE OF CALIFORNIA In the Matter of RESOLUTION NO. 81/ Compensation and Benefit Adjustments for Certain County Officers and Management and Unrepresented Employees Amending Resolution 81/1007 WHEREAS this Board previously adopted Resolution No. 81/1007 providing for the compen- sation of County Officers and Management and Unrepresented Emplovees in fiscal years 1981-1982 and 1982-1983; and WHEREAS the County Administrator has recommended to this Board that additional salary level adjustments be made with respect to certain management and unrepresented classi- fications to restore appropriate differentials with subordinate represented classifi- cations ; and WHEREAS the County Administrator also recommended that additional adjustments be made with respect to certain terms and conditions of employment and benefits for management and unrepresented employees; and WHEREAS the Board having thoroughly considered these recommendations approves them; and WHEREAS it being necessary to amend Resolution 81/1007 to implement these recommendations THE CONTRA COSTA BOARD OF SUPERVISORS RESOLVES: 1. Individual Health Plan Participation. Effective September 1, 1981, management and unrepresented employees whose classifications are listed in Exhibit A of Resolution No. 81/1007 shall be allowed to maintain their County !roup Health Plan coverage at the County group rate for twelve (12) months if on approved medical leave of absence provid- ed that the employee shall pay the entire premium (i .e. , both employer and employee share) for the Health Plan during said leave. Said payment shall be made by the employ- ee at a time and place specified by the County and late payment shall result in cancell- ation of the Health Plan coverage. . 2. Attorney Professional Development Reimbursement: Effective July 1, 1981, all provisions of section C, paragraph 13 Training and Book Allowances) and section C, paragraph 10 (Professional Development Reimbursement) of Resolution No. 81/1007 are deleted for the following management attorney classifications: Deputy District Attorney, Deputy District Attorney III & IV, Assistant District Attorney, Senior Deputy District Attorney-Exempt, District Attorney-Public Administrator, Deputy County Counsel I , II, III and IV; Assistant County Counsel , Chief Deputy County Counsel , County Counsel , Assist- ant Public Defender, Chief Trial Deputy Public Defender, Chief Deputy Public Defender and Public Defender. All provisions of paragraph 10 shall , however, be continued for other classified, project and exempt management employees whose classifications are listed in Exhibit A of Resolution 81/1007. All management and unrepresented employees, exclud- ing management attorneys enumerated herein, shall also continue to be eligible for career development tuition reimbursement in the amount of $200 per semester or $150 per quarter, not to exceed $600 per year consistent with the Administrative Bulletins on Travel and Training. Effective July 1, 1981, the County shall reimburse employees in the aforementioned manage- ment attorney classifications up to a maximum of $500 each fiscal year for the following types of expenses: 1. Bar membership dues. 2. Membership dues in legal professional associations. 3. Purchase of legal publications. 4. Training and travel costs for job•-related educational courses. Any unused accrual may be carried forward to the next fiscal •year up to a maximum of $1 ,000. RESOLUTION NO. 81/1112 3. Fire Service Emer enc Recall and Standb Differential : Section C, paragraph 16 (same subject of Resolution 81/1007 is amended to delete the June 30, 1982 termination date and to authorize continuation of the differentials defined therein until such time as the County Board of Supervisors considers and adopts a reorganization or consolidation of the several County Fire Protection Districts. 4. Differential for Permanent-Intermittent Supervising Nurse: Effective September 1, 1981, persons appointed to permanent-intermittent positions in the class of Supervising Nurse shall receive per hour worked a seven and one-half percent (7'12%) premium of the hourly rate to compensate for the periodic and irregular nature of the work. 5. Uniform Allowance for Animal Control Supervisor: Effective October 1, 1981, the uniform allowance for employees in the management classification of Animal Control Supervisor shall be increased from $27.50 dollars per month to $30.00 dollars per month. 6. Overtime Exclusion: In recognition of their management status, all classified, exempt and project management employees whose classifications are noted in Exhibit A of Resolution 81/1007 shall continue to be Overtime Exempt. The Office of the County Administrator shall continue its authority to exclude certain management classes from Overtime Exemption. Provisional appointees to management classes and employees receiv- ing higher pay for a higher management classification who were not previously in a management class shall be automatically placed on the Overtime Exempt Exclusion List since they are not eligible for management benefits. 7. Fire District Sick Leave and Vacation Accrual Rates: Vacation and sick leave accural and usage rates for management employees regularly assigned to 56 hour per week positions within the Consolidated, Orinda, Moraga and Riverview Fire Protection Districts shall be in accordance with Administrative Bulletins issued by the respective Districts. 8. Building Inspection Special Differential : Effective September 1, 1981, employees in the single-position management classes of Supervising Building Inspector and Building Inspection Special Program Coordinator when assigned to the New Construction and Housing Divisions respectively shall be eligible for a premium of five percent (5%) of base monthly salary. 9. Word Processing Differential : Effective September 1, 1981 Management and Unrepre- sented employees whose classifications are listed in Exhibit A of Resolution 81/1007 who are assigned primary responsibility for the operation of word processing machines such as mag-card machines, minicomputers with word processing software, video display typewriting equipment or other equipment attached to a typewriter or printer with external storage capacity and utilized in the transformation of words and/or ideas into readable form shall receive a differential of $50.00 per month. This differential shall be pro- rated for permanent part-time and permanent-intermittent employees. 10. Spin-Off Salary Adjustments: Effective July 1, 1981, salary levels for the follow- ing management classes are adjusted as indicated to maintain supervisory/subordinate relationships compacted as a result of increases for subordinate classes.
