The Contra Costa County Board of Supervisors RESOLVES THAT:
1. Authority. Health and Safety Code Section 11140
(enacted by Stats. 1980 Chap. 979 , AB-1829, effective on
1-1-81) requires the Sheriff to maintain a system of regis-
tration for persons who sell, purchase, or possess piperi-
dine (a controlled substance associated with phencyclidine
[PCP) within the incorporated or unincorporated territory
of the county, all in accordance with law and the Attorney
General' s regulations.
2. Costs. Sec. 2 of Chapter 979 denies any state reim-
bursement of local costs for these registration activities,
but Section 11140 allows the Sheriff to charge a fee not
over $100 to defray his costs of administering this statute.
This Board finds that $100 will largely defray the Sheriff' s
present anticipated costs.
3. Fee. The Sheriff is hereby authorized and directed
to collect a $100 fee from each person registering under
Health & Safety Code 511140, beginning on September 16, 1981.
