In the Matter of
Funding of Clean Water
Grant for Central Contra
Costa Sanitary District
Stage 5B Project RESOLUTION NO. 81/1055
WHEREAS Central Contra Costa Sanitary District's Stage 5B
Project grants numbers, C-06-1000-210 and 1269-110 are presently in
priority Class C and not scheduled for funding until 1984. If at
all ; and '
WHEREAS the Stage 5B Project is to provide treatment ca-
pacity for the cities of Concord and Clayton whose treatment plant
has been abandoned and replaced with a pump station and intercep-
tor to convey the wastewater to the Districts' treatment plant;
and
WHEREAS Stage 5B Project has been segmented and delayed
for reasons beyond the direct and immediate control of the Dis-
trict; and
WHEREAS the District has been treating wastewater from
the Concord service areas since 1976 and is now operating in ex-
cess of its designed plant capacity; and
WHEREAS the Districts' discharge requirements have been
continually met at a significant operating cost penalty to the
District; and
WHEREAS the District has requested the State Water Re-
source Control Board elevate this project to a fundablO category;
and
NOW THEREFORE, BE IT RESOLVED that the Contra Costa
County Board of Supervisors supports the Districts' request that
the Stage 5B Project be placed in a grant fundable category in
order to assure the completion of the wastewater treatment faci-
lity during fiscal year 1982-83.
PASSED by the Board of Supervisors on September 15, 1981
by the following vote:
AYES: Supervisors McPeak, Torlakson, Powers
NOES: None
ABSENT: 'Supervisors Fanden, Schroder CERTIFIED COPY
