Franklin, Chairman of the California hater Commission has requested that the Board of Supervisors, as the governing body of the Contra Costa County Flood Control and Water Conservation District, formally submit a proposal outlining the extent of local planning and engineering to be performed in completing the Corps of Engineers' Walnut Creek Basin Investigation; and WHEREAS the Walnut Creek Basin Investigation provides for the study of Mt. Diablo Creek, Grayson Creek, Murderers Creek, Walnut Boulevard Drain, Las Trampas. Creek, Tice Creek, Sans Crainte Creek, San Ramon Creep Green Valley Creek and Sycamore Creek to determine the feasibility of federal participation in the construction of drainage improvements for these water- ways; and WHEREAS the improvement of said water ways, where economically feasi- ble and publically acceptable solutions can be found, would be in the best interest of the community; and WHEREAS this Board by Resolutions 81/253 and 81/275, dated March 3, 1981 and March 10, 1981 respectively, has indicated its support for the Corps of Engineers' Walnut Creek Basin Investigation; and WHEREAS the District over the past five years has expended funds to complete studies on several of the creeks included in the scope of the Walnut Creek Basin Investigation; and WHEREAS the Public Works Director has recommended that over the next two years additional planning and engineering work should be performed to com- plete studies on those creeks having the most probability of yielding an economical , publically acceptable solution and that the California Water Commis- sion should be requested to support a federal appropriation of $100,000 in Fiscal Year 1982-83 for engineering work by the Corps of Engineers on the Walnut Creek Basin Investigation; and WHEREAS the Public Works Director has reported that the preparation of the necessary studies at the local level at district cost is a positive expression of interest in completion of the Walnut Creek Basin Investigation and that the estimated local cost to complete the remaining work is between $150,000 and $250,000. -I- '�1�aa34/ NOW THEREFORE BE IT RESOLVED that this Beard hereby APPROVES con- tinuing the punning and engineering work being performed by the District and REQUESTS the California Water Commission to recommend to Congress a federal appropriation of $100,000 in Fiscal Year 1982-83 for engineering work by the Corps of Engineers on the Walnut Creek Basin Investigation.
