HomeMy WebLinkAboutRESOLUTIONS - 01011981 - 1981-026 In the Board of Supervisors of Contra Costa County, State of California In the Matter of RESOLUTION NO. 81/25 Modifying The Management Performance Evaluation and Pay Plan for the Deep Class of Administrative Services Off- cer. WHEREAS, the Board of Supervisors on October 14, 1980 Adopted Resolution No. 80/1171 and; WHEREAS this Board has been advised that a modification addressing anniver- sary dates for certain Administrative Services Officers is necessary, and WHEREAS, the Board of Supervisors enacted County Ordinance Code No. 80-23 relating to compensation and terms and conditions of employment of newly devised deep classes and allowing their removal from the general provision of Division 36 of the County Ordinance Code, and WHEREAS, the County Civil Service Commission established the deep class of Administrative Services Officer on September 10, 1980. BE IT BY THE BOARD RESOLVED that effective this date the salary range for the class of Administrative Services Officer I is hereby adjusted from A-5 Level 583 to R-8 Level 566, so as to provide for the reallocation of Administrative Services Officer I incumbents to the deep class of Administrative Services Officer as set forth in Section 5 of this resolution; and further BE IT BY THE BOARD RESOLVED that effective today the following compensation provisions and terms and conditions of employment are applicable: 1 . SalaryRanger The compensation in the Administrative Services Officer classification shall be based upon the following salary range (R8-Level 566) : STEP MONTHLY RATE HOURLY RATE 1 $2173 $12.54 2 2227 12.85 3 2282 13.17 4 2338 13.49 5 2396 13.82 6 2455 14.16 7 2516 14.52 8 2578 14.87 9 2642 15.24 10 2707 15.62 11 2774 16.00 12 2842 16.40 13 2913 16.81 2. Initial Appointments. For purposes of initial appointment, an Appointing Aut ority may appoint an Administrative Services Officer at any step up to step 4, provided however, that a promotional appointment to Adminis- trative Services Officer must result in at least a five percent (5%) salary increase, if the new range permits such an adjustment. RESOLUTION NO . 81/26 3. Anniversary Dates. After completion of the 6 month probationary period an Administrative Services Officer will be eligible annually thereafter for further salary advancement in accordance with the procedures specified in Section 4. The anniversary of a new Administrative Services Officer with a six-month probation period is the first day of the calendar month after the calendar month when he successfully completes his probation period; except that when he began work on the first regularly scheduled workday for his position which was not the first calendar day that month, his anniversary is the first day of the calendar month when he successfully completes probation. 4. Merit Performance Salary,Advancements. An Administrative Services Officer shall be eligible for a salary advancement of up to 2 steps on the salary range upon successful completion of probation and will be eligible for salary adjust- ment annually on the assigned anniversary date thereafter, based on the perform- ance standards and specifications described below. The appointing authority will conduct an evaluation of the Administrative Services Officer's performance at least once annually prior to the Administrative Services Officer's anniversary date. The performance evaluation will be based on performance of assigned management functions, as measured by a "Measures of Performance Plan" to be developed and to become effective for Administrative Services Officers County-wide not later than April 1 , 1981 . a. Outstanding Performance: If an Administrative Services Officer receives a performance rating of OUTSTANDING from the appointing authority in a majority of major management functions assigned, which may include, but is not limited to the following functions - 1 ) AFFIRMATIVE ACTION; 2) EMPLOYER-EMPLOYEE RELATIONS; 3) FINANCIAL/BUDGET ADMINISTRATION; 4) INTRA/INTER-DEPARTMENTAL RELATIONS; 5) ORGANIZATION AND PLANNING; 6) PERSONNEL ADMINISTRATION and 7) OTHER SPECIAL ASSIGNED DEPARTMENTAL RESPONSIBILITIES - said employee may be advanced up to 3 steps on the salary range for Administrative Services Officer (i .e. , up to 2 steps for standard performance and 1 additional step for outstanding performance equaling a total of 3 steps) . b. Standard Performance: If an Administrative Services Officer receives a rating of STANDARD from the appointing authority in a majority of major management functions assigned, said employee may be advanced up to 2 steps on said salary range, provided however, that said advancement may not exceed step number 13 of the salary range for Administrative Services Officer. c. Below Standard Performance: If an Administrative Services Officer receives a rating of BELOW STANDARD PERFORMANCE from the appointing authority in one (1 ) or more major manage- ment functions assigned, said employee may be awarded, at the appointing authority's discretion, no merit performance salary advancement and said employee may be Y-rated and placed at the step up or down on the salary range which is nearest his current salary regardless of class-wide salary adjustments. The decision of the appointing authority shall be final . d. Annual Performance Evaluation Following An Outstanding Performance Rating: If, subsequent to the award of an Outstanding Performance rating the next annual performance rating of said employee results in a rating of less than Outstanding, said employee will be reduced one step. Notwithstanding such reduction, said employee may be advanced upt to two steps for a current Standard Performance rating or be held at the reduced step and/or Y-rated for a Below Standard Performance rating. Additionally, if a rating of Outstanding Performance has resulted in an employee receiving a salary advancement above step 13 (steps above 13 are reserved for Outstanding Performance), and if the next annual performance rating is less than Outstanding, the employee's salary may be reduced to rating is less than Outstanding, the employee's salary may be reduced to step 13 or by 2 steps whichever is less, in the discretion of the appointing authority. Application of Performance Evaluation Criteria to Current Employees Allocated into the Deep Classification of Adminis- trative Services Officer: Notwithstanding the provisions of paragraphs "a" through "d" above, employees allocated to the deep class of Administrative Services Officer at the time this resolution becomes effective shall be initially evaluated for purposes of annual performance evaluation on the basis of the employees currently assigned major management function or functions. The provisions of this paragraph (e) shall not apply to any employee who is appointed to this deep class after the effective date of this resolution. The provisions of Section 4 are not applicable immediately to the employees covered in Section 5 who are reallocated at step 13; however the provisions of Section 4 will apply to those employees on or after July 1, 1981, at such time as said employees along with all other employees in this deep class, become eligible on their anniversary date for salary advancements of up to 2 additional 2-1/2/ steps based on Outstanding Performance as pro- vided for in paragraphs "a" through "e" above. 5. Allocation of Current Employees. With the approval of the Civil Service Commission incumbent employees identified on Attachment A shall be real- located to the deep class and salary range set forth above as of the effective date of this resolution. Said employees shall be placed on that step of said salary range which is equal to that which the employees was receiving prior to the reallocation, or if not equal , to that step on the new salary range next above the salary step the employee was receiving prior to the reallocation. 6. New Anniversary Date for Current Employees. Following allocation of in- cumbent employees to the deep class of Administrative Services Officer, said employees will be assigned a new anniversary date which shall be the effective date of this resolution and said incumbent employees shall be the eligible upon said effective date for a performance evaluation and may be provided a salary advancement not to exceed 2 steps on the salary range. Immediately therafter, anniversary dates of said employees in effect prior to the allocation shall be reinstated, except for those employees who received a salary advancement as provided above in which case the anniversary date of employees receiving said adjustment shall be the first of the month follow- ing the effective date of this resolution. In applying this provision to incumbent employees who are on probation in their previous classification at the time of the conversion to the deep class of Administrative Services Officer, their anniversary date shall be the date which would have been assigned in accordance with the provisions of Section 2 had the employee been appointed to the deep class originally. This section shall not apply to any employees appointed to the deep class of Administrative Services Officer after the effective date of this resolution. 7. Administrative Services Officer Position Certification & Retention Prerequistes. Preliminary to any classification review, documentation must be filed with the Office of the County Administrator which clearly shows that a position proposed for inclusion in the deep class has full time responsibility for the day-to-day operation of at least a department's budgetary and personnel programs. The above requirement is likewise applicable prior to filling any vacant position proposed for retention in this deep class. The provi- sions of this section become operative January 2, 1981 . 8. Y-Rate Defined. As used in this resolution, Y-Rate means the withholding ofaclass-w cTe, annual salary increase from an Administrative Services Officer by the appointing authority. Page 3 RESOLUTION NO. 81/26 9. Other Provisions. The provisions of Ordinance Code Division 36 are applicable except those provisions which have been modified by this resolution or those provisions which hereinafter may be modified by resolutions. Resolutions governing management benefits for the term July 1979 through July 1981 are likewise applicable. By issuance of this resolution retroactive to October 14, 1980, Resolution No. 80/1171 is hereby recinded. PASSED unimously by the Board members present on January 6 , 1981 . Org.
