WHEREAS mental retardation is a problem which affects almost
six million individuals in America today; and
WHEREAS 16,000 mentally retarded children and adults Live
in Contra Costa County; and
WHEREAS the most effective weapons for prevention and alleviation
of this serious affliction are public knowledge and understanding; and
WHEREAS during the month of November, California Council for
Retarded Children and Contra Costa County Association for the Mentally
Retarded, a unit of the National Association for Retarded Children,
are carrying on an educational campaign;
NOW, THEREFORE, BE IT BY THE BOARD OF SUPERVISORS OF THE COUNT`
OF CONTRA COSTA, CALIFORNIA. RESOLVED that it does hereby proclaim the
period from November 1 to November 30, 1969 as NATIONAL RETARDED
CHILDREN'S MONTH in Contra Costa County, and urges that the citizens
of all cities and towns in this county give full support to this
effort to overcome mental retardation..
PASSED ANIS ADOPTED this nth day of November, 1969, by the
following vote of the Board:
AYES: Supervisors J. P. Kenny, A. M. Dias,
T. J. Goll, J. E. Moriarty.
NOES: None.
ABSENT': Supervisor E. A. Linscheid.
