The Board of Supervisors of the County of Contra Casts does resolve as follows! THAT the following A. is hereby adopted as the policy on alloca- tion of Aid--to-City Funds for projects on the City-County Thoroughfare System within Cities; and supersedes Resolutions No. 183,5, 3907s 4843, 491 and other previous resolutions relating to this matter: AID-TO-CITY ALLOCATIO,'NS POLICY A. The total annual allocation for Aid-to-Cities shall. be *500sOOO additional funds eaeb year, B. One-half of said amount shall be allocated to projects in cities in order of priority orn the approved priority list established by the Board annually based on the recommendation of the City-County Engineering Advisory Committee , the City-County Planners.. the Mayors t Conference, and the County Highway Advisory Committee. These funds shall be known as "Priority Funds." C. tine-half of said amount shall be allocated to projects in these cities whose total Thoroughfare allocations to the beginning of the fiscal year are less than tlieir share based on the formula described. in Section C herein. These funds shall be known as "Balancing ;Funds." D. Allocation of Aid-to-City funds budgeted by the County to a project on the City-County Thoroughfare System shall be made only upon receipt of a duly enacted Resolution from the Council. of the City requesting such 'allocation. E. Allocation of County funds, whey: approved b; the Board of Supervisors, for anAid-to-City project shall be subject to the 'following cond'ii ions 1. The County Auditor-Controller will rake payments to the City of monies due upon receipt of invoices arid:/or progress payments (properly an roved by the City and the County Public Works Director) for work approved for participation. by County. The total payment by 'the County shall not exceed the amount allocated for the project. 2 County funds allocated to a project shall not be used for payment of the following items (which items shall be considered as non-participating work to be paid for by others ) : a. Ana right of way or right of way acquisition costs. b. Construction costs for longitudinal storm drains which carry drainage originating ofd' sof the street. c. Cost of construction, reconstruction, relocation or extensions of utilities. d. New frontage or property improvements such as; curb, gutter, sidewalks, fence, walls, driveways. e. Improvements on intersecting streets or other areas outside the thorough are right of way. f. Street lighting except safety ligh=ting. g. Landscaping. h. Engineering and Administrative: costs incurred in con' unction with the project. i. Reconstruction of an existing pavement section for structural reasons where existing line and grade are acceptable. J. Local share of signal.i ation. costs. The costs of traffic signal construction. shall be split between jurisdictions according to the number of street legs in the intersection. 3. All expenditure Made in connection with the work for which the allocation is made , shall be subject to audit by the Internal Audit Division of the County Auditor-Controller's Department. F. Policy a1221icable to Priority FundAllocations-: 1. When there is a balance remaining .from any approved project allocation after the completion. of the work for which the allocation was made, and alter the precise cash amount of such balance of funds has been determined, the amount of such balance may be use4, scab, ect to the concurrence of the City-County Engineering Advisory Committee by April lst of each year, for: a. Supplemental allocations to budgeted Priority Fund projects before advertisement; b. Allocation to other projects ready for construction, in order or priority on priority list for current year. 2. 1 enever a City, having a project for wh_i.ch. Priority Funds have been budgeted by the County, determines that it will not be able to commit the project funds so budgeted and so advises the County by Resolution, such. budgeted funds nay be made available , pursuant to the above paragraph,, to ether projects ready for construction in order to expedite con- struction of the City-County Thoroughfare projects. 3. The maximum size of projects shall be limited to 250oOOO of Priority Funds. G. Policy on BalancinE Fund. Allocations .- Balancing Fund allocations shall be used for City-County Thoroughfare projects in each city receiving such allocations. These balancing allocations may be accumulated until, sufficient for the desired project. All data and computations shall be as of the beginning of the fiscal year for which the balancing determination is being mads;. Determination of Balancing Fund shall be made as follows: y <<.., 2- 1. The City-County Thoroughfare Fund of I-00,000 per year, began? in 1.959-60 a 4nd all balancing and: priority allocation computations shall be accumulative from and including that year. 2. A theoretical formula distribution of Thoroughfare funds shall be calculated each year on the basis of equal weighing ,of Assessed Value, Population, and Maintained Street Mileage . Each cityf s percentages of the total assessed value , population, and street mileage for all cities in the County shall be determined and the average of these three percentages shall represent that city' s percentage "share" by formula, of the total annual `�.'horoughfare allocation. These percentages shall be calculated to the nearest 0.1 percent. The assessed values will be as furnished by the County Auditor. Populations will be as shown in the "Annual peDort of the State Controller" and the Maintained Street Mileage will be as furnished by the State Division of Highways. 3. The accumulated total of such formula shares from 1959-60 to date shall be determined, for each city. .. Each year, the total Thoroughfare funds received from 19159_60 to the beg-nning of the .fiscal year shall be determined for each city. Where approved Thoroughfare projects 'have been budgeted but for which. final costs are not yet available , Lhxe bild ;eted amounts shall be used to determine total funds received to date. T1. The difference between the accumulated formula shares (3 above ) and the actual total. of Thoroughfare funds received to date (4, above ) shall be determined. 6. The ,250,000 annual Balancing Fund skull be credited to the cities in the proportion that each. cityt s difference bears to the total difference for all of the cities that are behind: in allocations {as determined, in 5 above ) .
