In the Matter of
Property Tax Reform. RESOLUTION NUMBER 69/578
WHEREAS this Board of Supervisors has heretofore approved
the final county budget for the fiscal year 1969-1970 and has on
this date fixed the property tax rate required to provide the prop-
erty tax revenues needed for county purposes for said fiscal year;
and
WHEREAS this Beard of Supervisors has consistently made
strenuous efforts to hold the county tax rate at the lowest possible
level as is indicated by the following tabulation covering the
decade from the fiscal year 1959-1960 through the fiscal year 1968-
1969;

WHEREAS it has been necessary for this Board to establish
a basic county tax rate for the fiscal year 1969-1970 in the amount
of $2.425, an increase of $0.251., primarily because of the finan-
cial requirements involved in conducting expanding social programs;
and
WHEREAS this Board is deeply concerned about the increas-
ing tax burden being imposed on property tax payers, particularly
homeowners; and
WHEREAS this Board firmly believes that immediate legisla-
tive action must be taken to lighten the onerous burden of property
taxation;
NOW, THEREFORE, BE IT BY THIS BOARD OF SUPERVISORS RESOLVED
that its representatives in the California State Legislature are
urged to work vigorously for property tax reform with the objective
of significantly reducing the tax burden on property owners and
deriving revenues required by counties, cities, school districts and
other taxing entities from revenue sources utilizing the broad tax
base of the State in lieu of the restricted tax base of local juris-
dictions, and in connection therewith to promote increasing alloca-
tions of federal funds for local purposes without undue restrictions
on the utilization of such federal allocations.
PASSED AND ADOPTED thid 2nd day of September, 1969 by the
following vote:
AYES; Supervisors J. P. Kenny, A. M. Dias, T. J. Coll,
E. A. Linscheid, J. E. Moriarty.
