8 vote of two-thirds or more of all its members, RESOLVES THAT:

14 public interest and necessity require :
11 ; The acquisition, construction and completion by the
12 ; County of Contra Costa, of a public improvement; and in con-
13 nection therewith and necessary therefor, the acquisition of
14 `x fee simple title to real property, and other interests} in
15 real property as described _,_n Appendix( s) attached hereto;
16 Said proposed public improvement is planned and located
17 :'1in the manner whIch will be most compatible with the greatest
18 public good, and the least private injury;
