IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, STATE OF CALIFORNIA In the Matter of Supporting ) Senate Bill 1077 as Amended, } RESOLUTION NO. 69/466 Relating to Community Antenna } Television Companies . } WHEREAS this Board of Supervisors received a Letter dated July 11, 1969 from Senator George E. Danielson, Chairman of the Senate Committee on Public Utilities and Corporations, inviting comments with respect to Senate Bill 1077 as amended; and WHEREAS said bill authorizes the Public Utilities Commission to regulate rates charged and services provided by CATV firms to customers in a manner similar to that of telephone companies ; and WHEREAS television is recognized in contemporary America as one of the amenities of life and desired by practically all families * and WHEREAS current procedures and practices utilized for the licensing, construction and operation of CATV systems preclude normal competition and result in firths providing these services assuming the character of a business monopoly; and WHEREAS the public historically has had to rely upon government to insure that reasonable fees and services are provided where a business is licensed to operate under monopo- listic conditions; and WHEREAS the Public Utilities Commission has available to it the specialized staff with the necessary expertise for regulation of such services and the rates charged to customers ; and WHEREAS Senate Bill 1.077 allows the county to continue to license CATV firms to provide services in particular areas and to levy an annual gross receipts tax for the use of public rights of way by CATV firms ; NOW, THEREFORE, BE IT BY THIS BOARD RESOLVED that it favors Senate Bill 1077 as amended and urges its representatives in the State Legislature to support the adoption of this bill. PASSED AND ADOPTED this 15th day of July, 1969, by the following vote of the Board: AYES: Supervisors J. P. Kenny, A. M. Dias, E. A. Linscheid, J. E. Moriarty. NOES.- None . ABSENT: Supervisor T. J.
