}
WHEREAS this Board on June 10 1969 directed the Office
of the District Attorney to prepare an amendment to Assembly Bill
1799 to provide for the establishment during the 1969 .Regular
Session of the State Legislature of a tenth Judgeship for the
Superior Court of the County of Contra Costa; and
WHEREAS the Board further directed the District Attorney
to prepare an ordinance to consolidate the El Cerrito-Kensington
Judicial District with the Richmond Municipal Court District, such
consolidation to become operative only if the State Legislature
during Its 1969 Regular Session provides for a tenth Judgeship for
the Contra Costa County Superior Court, and provided also that the
Governor elevates a judge of the Richmond Municipal Court District
to such Superior Court Judgeship, the operativeness thereof to be
simultaneous with the effective date of said statute so that the
then remaining incumbent judges of the Richmond Municipal Court
District and the incumbent judge of the E'l. Cerrito-Kensington Judi-
cial District will succeed to the three judgeships in the consolidated
court district'; and
WHEREAS the consolidation of the courts and the elevation
of a ,fudge in the manner proposed will eliminate the cost to the
taxpayers of one Judgeship and one constable position for annual
savings amounting to more than $25,000 and also serve to improve the
distribution of the workload for the judges and the marshals in
these courts; and
WHEREAS such consolidation follows in the direction of
past and current recommendations of the Judicial Council of the
State of California and of the Administrative Office of the
California Courts;
NOW, THEREFORE, BE IT BY THE BOARD RESOLVED that it
hereby respectfully requests the Honorable Ronald Meagan, Governor
of the State of California, to give earnest and judicious considera-
tion to the elevation of a Richmond Municipal Court Judge to the
tenth Superior Court Judgeship as proposed by the Board in order to
provide ongoing support for an effective system of administration
of justice for the citizens served by the courts.

following vote of the Board:
AYES: Supervisors J. P. Kenny, A. M. Dias,
B. A. Linscheid, T. J. Coll.
NOES: Nine.
ABSENT: supervisor J. E. Moriarty
