IN THE BOARD OF SUPERVISORS
OF
CONTRA COSTA COUNTY, STATE OF CALIFORNIA
In the Matter of Establishing an
Interim Policy on Recommendations
with respect to Exploration and
Drilling on Leases by State Lands RESOLUTION NO. 69/365
Commission for Oil and Gas in
San Pablo Bay and Delta Areas .
WHEREAS the Board having reviewed opinions offered in connection with
proposals for leasing of lands by the State Lands Commission within the San Pablo
Say and Delta areas for exploration and drilling for oil and gas; and
WHEREAS the Board being desirous of affording all parties having an
interest in the problems of environment and ecology along the shores and waterways
of Contra Costa County the opportunity to submit evidence as to the desirability
or opposition to such proposals before the State Lands Commission, and having con-
sidered the possibility of hazards to navigation, ecology and waterpollutionas
relates to the needs of the County; and
WHEREAS the Public Works Director having submitted a suggestion for an
Interim policy to be adopted by the Board of Supervisors pending' further examina-
tion of the problems by local agencies and consultants;
NOW, THEREFORE, BE IT BY THE BOARD OF SUPERVISORS OF THE COUNTY OF
CONTRA COSTA RESOLVED that it adopts the following interim policy relative to off-
shore drilling on lands under the control of the State Lands Commission within the
San Francisco and San Pablo Says and other waterways adjoining the shores of
Contra Costa County:
1 . A hearing in the County shall be requested of the State Lands
Commission on every proposal or "Notice of Consideration of an
Oil or Gas Lease Offer by the State Lands Commission" involving
any bay or waterway within or adjacent to Contra Costa County.
2. Contra Costa County will oppose offshore drilling in
San Francisco and San Pablo Bays. Contra Costa County will also
oppose offshore drilling in any other bay or waterway within or
adjacent to Contra Costa County for reasons of possible hazards
to navigational safety, ecological effects and water pollution
and/or degradation, unless expert opinion acceptable to the
Board of Supervisors advises that the proposal under considera-
tion has no such hazards.
PASSED AND ADOPTED this 3rd day of June, 1969 by the following vote of
the Board:
AYES: Supervisors J. P. Kenny, A. M. Dias, T. J. Coll ,
E . A. Linscheld, J. E . Moriarty.
NOES: None.
ABSENT: None.
