IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, STATE OF CALIFORNIA In the inatter of: Authorizing extension of Agreement for Mental Health Services with—Ronoh DU Treatment Center RESOLUTION NO. 69/360 126 - 13th Street Richmond, _California The Board of Supervisors of Contra Costa County RESOLVES THAT: The County of Contra Costa desires to provide mental health services to its residents in conjunction with the State of Cali- fornia under Welfare and Institutions Code Sees . 9000 et seq. (Short-Doyle Act) ; The County and the above-named corporation, a California non- profit corporation, have entered into an Agreement for Mental Health Services and the Director of Mental Health Services has recommended the extension of said Agreement through June 30, 1970, su'L­)J,?ct to the incorporation therein of the terms and conditions contained in "Exhibit All attached hereto in substitution of the "Exhibit All attached to said Agreement as entered into or as here- tofore extended; except that Notwithstanding any other provision of said Agreement , the County 's total obligation thereunder shall not exceed $ 70,07O for the period of this extension, and payment shall be made at the rate of $_ 18.00 — per child per day of attendance. NOW, THEREFORE, the County agrees to this extension. General Pring,}ales: The purpose of Ronoh is to treat emotionally disturbed children to assist them in achieving levols of functioning which are effective in normal social settings. A corollary goal is to assist families of such children to modify distorted or ineffective patterns of relat- ing to their children. II. Program Emphasis: The emphasis of the program is on rehabilitation of disturbed children and improvement of the dynamics of family relation- ships. Treatment is provided for the children through daily sessions of milieu therapy and semi-weekly sessions of individual therapy for selected autistic children and their mothers. Counselling relationships with parents are provided through weekly group moetings, individual, interviews and home visits. Family Cher. - pints provide individual treatment for selected parents who are not already in therapy with outside agencies. As an indirect service to the community, some education and information is provided through occasional, lectures to community organizations and referral information to individual inquiries. III. Provision and Administration of Services: The treatment of each child through daily sessions is coordinated throw interpretation with the counselling and therapy giver his parents. 'Thus by helping the family to develop more normal relations with their disturbed child, treatment provided the child at Roncah can be reinforced and assimilated at home. The director supervises the principals of the sessions; consults with the family therapists; counsels with parents through meetings, interviews and home visits; and conducts some Individual therapy sessions with children. CommunityMental. Health Services provide psychiatric, psychological and social work consultation in treatment planning and counselling. IV. Relationships with Other CoEsunity Groups; Formal contact is maintained with _ Community Mental Health Services in planning program and budget. Consultations are held with public and private mental health clinics and individual clinicians, some of which are supported by Short-Hoyle funds. Informal contacts are maintained through attendance of meetings with the Mental Health Association advisory Board for West Contra Costa County, the Coordinating Council for the Mentally Retarded, and occasional, visits to other treatment centers and clinics. V. Staff ilevelopmea-t; Staff development and in--service training include special training in conducting individual therapy sessions with children and mothers, reviews of psychological literature and relevant training films in staff meetings; special training meetings for volunteers; the enroll- ment of some staff members in university or extension courses; the attendance of the director in semtnars on group therapy; purchase and reading of psycholo- gical, reference materials; and attendance of special conference and seminars. Purposes and Functions: Ronoh Day Treatracrit Center provides daily sessions of milieu thorapy for emotionally dis- turbed children for the purpose of helping them achieve normal behavior patterns. The c,ipericnces available to each child include the opportunity for relationships with therapists an a on(n-to-:one, basis, supervised play with other children; special group work in preparation for participation in normal childhood groups; and excursions to playgrounds and other points of interest. Program modifications include the introduction of a new therapy for individual psychotic children and their mothers. Our most severely disturbed children receive six hours of intensive therapy p week through this program. Gratifying results have been obtained in rapidly reducing hyperactivity and intense negativism, inducing speech in children who are either mute or ccholalic, increasing sociability with adults and peers, and improving cognitive learning. The staff has been reorganized to facilitate the therapy program. A former co-director is now a Principal Therapist of one session, and a second Principal Therapist with experience treating psychotic children has been employed. 3. Relationships with Other Mental Health Resources- Referrals are made to us by Contra Costa County Hospital and the Richmond 'Mental Health Clinic as well as by other public and private hospitals, mental health clinics and clinicians. Referrals are also received from public agencies such as the Departments of Social Service, Public Health, Probation and the Richi,,,*ad Unified School District.. We refer parents to public and private mental health clinics and clinicians for individual or family therapy. Some children are referred the speech clinics of Herrick and Brookside Hospitals for speech therapy, and all children are referred .to clinicians or i-ilc nt:,Fl health clinics for psy- chiatric, psychological and physical evaluations. Case conferences are held ass requested with any of these agencies. RESOLUTION NO. 691360 ............................................... 4 (b) . lnservice Training: Intramural: During the past year an intensive program has been inaugu- rated to train staff members in special individual therapy techniques with mothers and children. The training is directed by one of the family therapists, a ciinic4i psychologist. An average of three staff Pembe -s receive six hours of training per week. Staff members also read books and journals relevant to the theory and treatment of childhood mental illness. Once a month reviews of these materials are presented and discussed in staff meetings. Special meetings to orient and train volunteers are held approximately once a month. Extramural: Lectures on relevant topics are occasionally made to the stuff by outside speakers who are specialists in the field of Mental health. Dr. Franz Wassermann of the Pittsburg Mental Health Clinic attends staff meetings to advise on special problems. Two conferences and one workshop were attended by staff members during the past year.
