WHEREAS Mr. R. E. Jornlin, County Welfare Director,
reported to the Board of Supervisors on the status of the Work
Incentive Program (WIN) and indicated his concern about major
difficulties related thereto; and
WHEREAS Mr. Jornlin advised that the County Social
Service Department has been able to work closely with the local
California Department of Employment offices but that there are
serious problems of coordination and planning at the state level;
and
WHEREAS Mr. Jornlin also advised that the County has
financial responsibilities in connection with funding the program
training caste but that the County Social Service Department has no
voice in establishing policy; that the County is instructed by the
State Department of Social: Welfare and the California Department of
Employment to upend funds wile there is inadequate state staff
available to follow up on program progress; and that in effect the
County has fiscal responsibility without the power to insure
accountability;
NOW, THEREFORE, BE IT BY THE BOARD OF SUPERVISORS OF THE
COUNTY OF CONTRA COSTA, CALIFORNIA, RESOLVER that it takes exception
to the California Department of Employment operation of the Work
Incentive Program with regard to the aforesaid problems; and
BE IT FURTHER RESOLVED THAT the Berard requests that its
Social Service Department be represented at the policy making level
in planning and administering the Work Incentive Program along with
the California Department of Employment and the State Department of
Social Welfare so that with the cooperation of all concerned the
objectives of the federal Work Incentive Program, may be attained to
the maximum degree practicable.
PASSED AND ADOPTED this 27th day of May, 1969, by the
fallowing vote of the Board.-
