WHEREAS, it appears from the records of this Board, that the Contra
Costa County Building Inspector acting as the "Enforcement Agency" pursuant to
the provisions of Sections 17014 at seq., of Title VIII of the California Admin-»
Istrative Cade, having determined that the gilding located at 601 &a Pablo
Avenue, Rodeo , and More particularly described as
Lots 12, 13. 14, 15, 16 and 17, BLock 6w map of Rodeo, filed February 5. 1892.

is unfit for human habitation or occupancy, and is therefore a public nuisance,
and said gilding Inspector having posted said property with Notice to Abate
Nuisance and having notified the owner (s) of said property that it is unfit for
human habitation or occupancy, in the manner provided by law as appears more
particularly from the declaration of the Building Inspector on file herein; and
WHEREAS, the said building has not been repaired or removed as re-
quired by said Notice to Abate Nuisance; and
WHEREAS, said Building Inspector thereafter posted said property with

ing before this Board for the owners of said property to show cause why the
building thereon should not be condemned as a public nuisance, and the Build.

said Building Inspector and all other interested parties, the following
appears and this Board now finds that said building is unfit for Moan

EXHIBIT A
1. Apartment building more than one story in height shall be of not
less than one-hour fire resistive construction throughout. The
building now contains the fallowing which do not most the require-
mental
s. Over 759 of building contains woad lath and plaster wells and
ceilings. Number of areas have plaster broken loess and lath
showing.
b. Fire damage in Apartment No. 5 replaced with 1/2" gypsum
board, electric panel room has untaped 1/2" ,gypsum board,
ceiling of office entrance area has 1/2" gypsum board and
a big hole.
c. Wells of office entry lobby have wood covering with no fire
resistant material behind; facing and underside of 30" overhang;
around building of wood construction and covering; exit over
head protection at exterior is of wood support and finish;
required exterior exit stairs are not of approved materials;
wood sheathing under exit landing and stair unprotected;
6x6 structural posts unprotected; woad wall finish with no
fire resistant material behind at ,interior stair wells;
corridor attic access covering missing and others not of
approved material.
d. 5/8" gypsum board walls and ceiling of boiler roam have
,joints untaped and nails of questionable length.
s. Building lacks fire retardant roof coverings. Existing roof
coverings have deteriorated badly.
2. Attic space horizontal, dividers of 5/8" gypsum board not
sufficiently nailed or ,joints taped, open spaces at ceiling line
between lx2 wood'lath and plaster supports and access doors hang
open without self-closing device.
3. Doors opening from guest rooms into public corridors are not
incombustible or of woad that is not Less than 3/40 thick at
any point, as required at the time of construction; now required
to be not less than solid carp 1-3/4" wood and wire glass if glazed.
4. Corridor exit doors are deficient for one or more of the following
reasons
a. Less than three feet in width.
b. Not of required fire resistance.
c. Do not swing in direction of exit travel.
d. Door does not properly fit opening frame.
e. Glazing not of wire glass.
5. Exit corridor obstructed by stave and door setting against wall at
one time. Couches another time,
6. Exit doors opening onto stairway landings are not within '2" of the
floor level as required -- now approximately 8".

7. Required exits at and of corridors on second fluor which have
exit signs over windows do not have masse of egress by stairs„
fire escape or any other means. One window skit location
obstructed by sign below. Corridor ends 30 feet from stair.
8.- The rise of every step in a stairway shall not exceed seven and
one-half inches; the run shall not be loss than ten inches. They
maximum variation in rive and run of stairs in any one flight
shall be 3/160, Some treads pitch forward and are loose and
variations ars too great.
g. Protruding edge of nosing strip on interior stair treads impair
safety of use because of the missing portions of composition
finish.
10. Railings around stair landings and wells to be not base than
36" high and intervening openings not to exceed nine inch
spacings Ornamental cap of hollow milled newell post missing
and used for waste materials of banana skins, waste passer, stc.
11. Nowell Pont and railing loose and shaky. Railings shall be
designed to withstand a horizontal force of 20 pounds per lineal
foot, applied at the top of the railing.
12. Ends of stair handrails do not return to the wail.
13. Every opening in the exterior wall of a building that is served
by an exterior stairway used as a required exit shall be protected
by an automatically closing Class "E" or "f`" firsdoor or w ndoww
if the opening is within twenty feet (201) of the stairway.
Openings above or Bevel with the highest portion of the stairway
may be unprotected if not nearer then ten feet (101) to the
stairway. Wood, double hung windows and wood doors now in use
do not comply.
14. Openings less then ten feet (lp') to property line are required
to be protected.
15. Screened subfloor access door removed and lying on ground, and
screening broken out at side of building at one inspection. Re—
placed subfloor access doors have screening openings that far
exceed the maximum permitted. .5ubfloor edeesses of improper size.
16. Solid wood blocking of two inch (2") nominal thickness, wood cross
bridging of not lessthan one inch by four inches (1"x4.), or metal
cross bridging of equal strength, shall be placed between joists
where the ,foist span exceeds eight feet (81) between bridging or
between bridging and bearing.
17. Foundation walls shall extend at least six inches (6") above the
finished grade adjacent to the wall at all points. Grade ,extends
up and adjacent to wood sheathing under .exit landing.

18. Upper corridor ceiling near stair well and lower corridor
calling at rear exit hour shows evidenbe of moisture entry.
19. All living rooms, kitchens, and other rooms used for living,
eating or sleeping purposes, shall be provided with a window
area of not less than twelve square feet (12 sq.ft.) nor
one-eighth of the floor area of such rooms, The window area
of bathrooms, water closet compartments and other similar
rooms shall not be less then three square feet (3 sq.ft.)
unless adequate mechanical ventilation is provided. Not Lasa
than one-half such area shall be openeble. Laundry room has
no light or ventilation. Some apartments have living rooms
and bedrooms which are short of required minimum light and
ventilation.
20. There shall be installed in the wall or ceiling• approximately
over the cooking facilities, a ventilating opening with an
area of not less than six inches by eight inches (6"x8")
connected to a ventilating duct leading to the outside air,
such duct for each kitchen to be not less than thirty six
square inches (36 sq.in.) in crass sectional area. An approved
system of forged draft ventilation may be substituted for the
natural draft ventilating system. First level apartments have
no such provision,
21. Type "C'" gas vent and cap at boiler room does not most the
requirements at the time of construction or of the requirements
presently in effect.
22. Laundry room dryer is not wired as for a fixed appliance.
23. Exits shall be illuminated at all times, with light having an
intensity of net less then one foot candle at floor level.

32. Improper maintenance as follows:
a. Exterior doors of required exits and non-required exit
locations- sag, are partially dilapidated, and/'or don't
fit-opening frame, and/or the latching hardware is missing,

c. Electric panel room had feces and beer cans on floor.
d. Fire hose uncoiled and no nozzles. One hose :and nozzle
missing. Noss not attached to Mater supply. House re-
portedly used for washing automobiles.
a. Corridor floor covering badly worn or missing in part.
f. Some windows broken,
g. Floors, wells and ceilings of corridors dirty.
h. Yards abound with weeds and/or debris.
i. Woad covering of undetermined excavation at walkway at
rear of building breaking down,
j. Some overcurrent devices for electric equipment and
circuit conductors are oversized,
k. Television antennas are improperly planed in plumbing
vent pipes and also guyed to vent pipes.
1. Copper pipe and ,points at water heater location has section
of rubber inner tube of auto tube with wire and hood
clamps as means of connection or stopping leek, which is
not approved.
m. Combustion air openings in bailer room have no screening,
n. Utility room floor tile loose and coming up.
o. Improper splicing of electric appliance cords.
p. Glass shower doors cracked or broken,
q. Shower drain strainer tops missing.
r. Corridor fixtures and lights missing and conductors hanging
loose with no protection.

33. Protect the wiring of snitches and receptacles in the storage
area off office entry; protect romex wiring at the edges of
access openings in; corridor ceiling; boiler> room control wiring,
of romex not epprovad', and repair worn and damaged attic wiring.
34. Boiler for heating radiators of building has no permanent and
legible name plate with the following information:
a. Manufacturarts name.
b. Manuf°acturerts rating of appliance.
c. model designation.
d. Instructions for lighting, operation and shut-down of
appliance.
e. Type> of fuel approved for use.
f. Seal of approval of testing laboratory.
35. Pressures relief valve in bailer room does not have relief piping
properly run and terminated.
36. On two, different occasions, gas was turned off on boiler for
radiator heaters throughout building and had been for sometime
when i questioned the manager. Every dwelling unit and guest
room shall be provided with heating facilities capable of main-
taining a room temperature of 700 F at a point three feet t3•j
above the floor in all habitable rooms at all times.
Public spaces at exterior and interior of building, spaces access-
ible from these places, boiler room, manage0a apartteent, and a faro
vacant apartments are the subject of this investigation. Remainder of
. building subject to further investigation.
Investigation revealed no evidence that permits were obtained for
room built within a room at managerts apartment, partitions at office
entrance and attic draft stops.
This is not intended to be a detailed work list, but an indication
of the areas in which the corrections are required. Any other deficiencies
that become evident during the course of this work shall also be corrected,
