Support of Welfare Programs )
WHEREAS Supervisor J. P. Kenny reported to the Board of
Supervisors that numerous recent letters and calls to his office
on 'assessments and tax paths and tax levies and his own personal
experience indicated eonelusively that property* taxpayers must
have prompt property tax relief', and
WHEREAS Supervisor Kenny pointed out that the county share
of welfare costs already represented a substantial proportion of
the county property tax levy; that said casts were increasing;
and that the recent ruling of the United States Supreme Court
invalidating residence requirements in determining eligibility for
public assistance , would result in further increase in said costs
in the State of California and the County of Contra Costa; and
WHEREAS Supervisor Kenny stated that the time had come when
it was essential that the federal and state governments take over
the welfare casts now being borne by local property taxpayers, and
WHER..AS Supervisor Kenny also stated. the Board of Supervisors
should support recent proposals that Robert H. Finch, Director,
U. S. Department of Health, Education, and Welfare, call public
hearings for the purpose of determining the over-all effects of
federal and state welfare programs, the bases on which a uniform
nation-wide welfare program might be developed, and the manner in
which the States might assume responsibility for the administra-
tion and financing of welfare programs whale said uniform program
is under consideration, and
Supervisor Kenny having recommended that the Board of Super-
visors urge prompt f'ed.eral and state assumption of all welfare
costs and that all federal and state officials concerned be ad-
vised that such action is considered necessary by the Board;
NOW., THER SFO E, BE IT BY THE BOATED OF SUPERVISORS OF THE
COUNTY OF CONTRA COSTA, CALIFORNIA, RESOLVED that it endorses the
suggestions and recommendations of Supervisor J. P. Kenny.
PASSED .AND ADOPTED this 29th day of April, 1969 by the
following vote of the Board:
.YES: Supervisors T. P. Kenny, A. M. Dias, T. J. Coll,
E. A. L,inscheidp J. E. Moriarty.
