IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, STATE OF CALIFORNIA In the Matter of Expansion ) of Drainage Policy. RESOLUTIO14 NO. 69/283 WHEREAS the Public Works Director, Chief Engineer of the Contra Costa County Flood Control and Water Conservation District, and the County Administrator having reviewed the problems of financ- ing the correction of drainage and construction of storm drains where local property owners or other agencies are required to bear the cost of rectifying such drainage problems; and other similar problems of such magnitade where the equitable interest of the local property owners is not sufficient to warrant their assuming the entire financial responsibility; and WHMIEAS a joint report having been received relative to these problems recommending that the Board of Supervisors consider expanding the present County Policy to include participation by the County In financing specific drainage problems that may be recommended jointly by the Public Works Director, the Chief Engineer of the Flood Control District and the County Administrator, if they generally meet the following criteria: 1. Drainage problem concentrated in County road facility; 2. Hazards to public will exist or be created due to other approved developments that must be corrected or alleviated, such as extensive flooding or damage to roads that could result in severe liabilities for the County; 3- Inequitable burden on affected properties that would normally bear cost of work; 4. Formation of special drainage zone not feasible; 5- Substantial participation by other public agencies or other interested parties available; and The Board having considered said report-, NOW, THEREFORE, BE IT BY THIS BOARD RESOLVED that approval of same for the adoption of expanded policy for financing drainage improvements when so recommended by the designated department heads and are in compliance with the above criteria* is GRANTED. PASSED AND ADOPTED this 29th day of April, 1969, by the following vote of the Board: AYES: Supervisors J. P. Kenny, A. No Dias* T. J. Coll, E. A. Linseheid, J. E• Moriarty.
