HomeMy WebLinkAboutRESOLUTIONS - 01011969 - 69-275 IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, STATE OF CALIFORNIA In the Matter of the Property Tax Burden on Homeowners and RESOLUTION NUMBER 69/275 Small Businessmen. WHEREAS Supervisor A. M. Dias having advised the Board that he wished to comment on the serious problem of the property tax burden on homeowners and small businessmen; and WHEREAS Supervisor Dias having indicated that the saturation point with respect to tax levies on homeowners and small businessmen had been reached, that the refusal of the voters to support proposed bond issues and tax increases of school districts was evidence of that fact; and WHEREAS Supervisor Dias having stated that a basic cause of the American Revolution was "Taxation without Representation" and that in current times there was a real revolt against "Taxation with Representation"; and WHEREAS Supervisor Dias having pointed out that tax- ation by school districts now absorbed more than 50 percent of the tax levies of all local government jurisdictions (about 150 in number in Contra Costa County inclusive of the county, cities, autonomous special districts, county special districts, county service areas, and school districts ); and WHEREAS Supervisor Dias having also pointed out that the State Legislature had in other serious situations, such as with respect to flood situations and the fund shortage of the San Francisco Bay Area Rapid Transit District, taken action to provide financial relief; and. WHEREAS Supervisor Dias having further pointed out that in his opinion the State of California should immediately take action to provide much greater amounts of state aid to school districts so that property tax levies on homeowners and small businessmen might be substantially lowered, and that he recommended that the Governor and the California State Legislature be so advised through the Centra Costa County state legislative representatives; NOW, THEREFORE, BE IT BY THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA RESOLVED THAT it supports the position taken by Supervisor A. M. Dias and urges its representa- tives in the California State Legislature to take action such that the amount of state aid to schools be sharply increased with the objective of diminishing the tax burden on homeowners and small businessmen. PASSED AND ADOPTED this 22nd day of April, 1969, by the following vote of the Board: AYES: Supervisors J. P. .Kenny, A. M. Dias, T. J. Coll, E. A. Linscheid, J. E. Moriarty. NOES: None.
