IN THE BOARD OF SUPERVISORS OF CONTRA_ COSTA COUNTY, STATE OF CALIFORNIA In the Matter of Opposing Passage of Senate Bill RESOLUTION NUMBER 69/268 Number 582. } ;KMREAS Senate Bill Number 582 has been introduced in the California State Legislature for the purpose of amending Section 2131 of the California Revenue and Taxation Code; and WHEREAS Sections 2131 through 2134 of said code were added in the California statutes of 1966 for the purpose of providing equity in tax levies of inter-county districts among the counties which, in whole or part, are components of such districts; and WHEREAS the assessment ratios established for counties by the California State Board of Equalization are used as the basis for adjusting the tax levies of inter-county districts in the counties, which in entirety or in part, comprise the territory of such districts ; and WHEREAS said assessment ratios are a valid basis for making such adjustments and in fact said assessment ratios are used in computing the `Collier Factor" for the purpose of distributing many millions of dollars in state aid to school districts; and WHEREAS the provisions of Senate Bill Number 582 would amend Section 2131 of the California Revenue and Taxation Code so as to allow tolerances in assessment ratios (15 per cent) and in effect negate fully the tax equity purpose for which Sections 2131 through 2134 of said code were adopted; NOW, THEREFORE, BE IT BY THE BOARD OF SUPERVISORS OF THE COUNTY OF CONTRA COSTA, CALIFORNIA RESOLVED that it strongly opposes the passage of Senate Bill Number 582 and urges the California Legislature to refrain from enacting it into law; and BE IT BY THE BOARD FURTHER RESOLVED that the Chairman, Board of Supervisors, and the County Assessor are directed to appear before the Revenue and Taxation Committee of the California Senate, present testimony on the tax equity characteristics of Sections 2131 through 213.E of the California Revenue and Taxation Code, and oppose passage of Senate Bill Number 582.
