Mr. Rudolph Alvarado, Sewage Treatment Plant Operator, having appeared
before this Board to receive his certificate as Grade III Operator awarded by
the California Water Pollution Control Board,
NOW, THEREFORE, BE IT BY THIS BOARD RESOLVED that It wishes to congrat-
ulate Mr. Alvarado on his achievement and wishes also to express appreciation
of the extra effort and study put forth by Mr. Alvarado to improve his proficiency
as a public emp i ogee.

Channel Along the Contra Costa
County, California Shoreline. )

WHEREAS Supervisor J. E. Moriarty commented on the serious
situation which developed after a recent collision on the Mississippi
River in which an nil barge was involved and pointed to the hazards
which existed in connection with the movement of oil tankers and
ammunition vessels in the ship channel along the county shoreline; and
WHEREAS the members of the Board then discussed the navigation
safety problem which existed locally pointing to the unwillingness of
the U. S. Navy Department to move its Naval Weapons Station from which
leaded a unition ships moved through the existing narrow ship channel,
the acquisition and removal of the Port Chicago Community by the U. S.
Nagy Department for safety zone purposes with its attendant dislocation
situations, and the urgent need to have the ship channel deepened and
widened by the U. S. Army Corps of Engineers,•
NOW, THEREFORE, BE IT BY THE BOARD OF SUPERVISORS OF THE
COUNTY OF CONTRA COSTA, CALIFORNIA RESOLVED that the U. S. Army Corps
of Engineers is urged to make special efforts in 1969 to apprise the
President and Congress of the United States of the urgent need to
provide funds to widen and deepen the ship channel from the Golden
Gate to Stockton; and.
BE IT BY THE BOARD FURTHER RESOLVED that the U. S. Navy
Department is requested to lend its support to the channel deepening
and widening project so its ammunition vessels may be .moved through
said channels with the least hazards to other vessels and shore
developments .
