IN THE BOARD OF SUPERVISORS
OF
CONTRA COSTA COUNTY, STATE OF CALIFORNIA
In the Matter of Projects
Proposed by the California
Marine Affairs Conference RESOLUTION NUMT3ER 69/244
for Development of
California 'Jaterways and
Harbors.
WHEREAS California, a giant among the states and even among
nations in terms of growth and production, is facing an increasingly
serious situation related to its navigation system and facilities;
and
WHEREAS California as the principal logistics base for the
Pacific commitments of the nation, as a great and growing contributor
to a favorable balance of payments , and because of the sheer require-
ments of its dynamic upsurge of people and needs--requires considera-
tion in the light of such compelling factors; and
WHEREAS the trend of national priorities and historical
patterns have tended to reduce the proportion of federal support and
participation in navigational developments of California and because
this downward trend, coupled with decreasing civil project and
navigational funding nationwide , work to the detriment of the
accelerating potentials of California; and
WHEREAS for over a centlAry the Congress has directed the
U. S. Army Corps of Enpineers in its leadership role in the study,
construction, and maintenance of shallow and deep draft channels and
ports in California and inasmuch as the Corps has the capability to
extend its direction to more major navigational improvement programs;
and
WHEREAS the growth of waterborne commerce in California,
despite an extensive coastline uniquely lacking in natural harbors,
dictate that navigation improvements must be continued and expanded
so that economic vitality which. is closely tied to navigation may be
assured for the present and the future ; and
WHEREAS for eleven years the California Marine Affairs
Conference has studied and made recommendations on the navigational
needs of California and will again in 1969 present testimony on the
investment of federal funds in a manner such as to beat realize
Golden State developments and make maximum contributions to the
national economy; and
WHEREAS the recommendations of the California Marine Affairs
Conference include the endorsement of the funding of the Golden Gate
to Stockton, California Deep Water Channel, which project is vital
to the development of the San Francisco Bay Area, the State of
California, and the national interest and which will result in
substantial and significant industrial growth, the provision of
employment for many people who might otherwise be without jobs, and
insure safe movement of vessels including ammunition ships and
tankers; and

NOW, THEREFORE, BE IT BY THE BOARD OF SUPERVISORS OF THE
COUNTY OF CONTRA COSTA , CALIFORNIA RESOLVED that it endorses the
1969 recommendations of the California Marine ,Affairs Conference on
navigational needs and projects; 'and
BE IT BY THE BOARD FURTHER RESOLVED that copies of this
resolution be transmitted to the Honorable George Murphy and the
Honorable Alan Cranston, United States Senators, and to the
Honorable Jerome R. Waldie, Congressman, urging them to support the
recommendations of the California Marine Affairs Conference.
PASSED AND ADOPTED this 8th day of April, 1969, by the
following vote :
