IN THE BOARD OF SUPERVISORS
OF
CONTRA COSTA COUNTY, STATE OF CALIFORNIA
In the Matter of Establishing
Procedures for the Review of
County Compensation for the RESOLUTION NUMBER 69/218
Fiscal Year 1969-1970•
WHEREAS the Board of Supervisors on April 12, 1960 adopted
an Employee Compensation Policy; and
WHEREAS on this date the Board of Supervisors has amended
that compensation policy; and
WHEREAS Resolution Number 68/184 adopted March 26, 1968 de-
clared the procedure to be followed in the salary deliberations then
in process; and
WH]EREAS Government Code Sections 3500-3509 were amended
effective January 1, 1969 changing the conditions under which salary
deliberations must be conducted; and
WHEREAS this is a transitional period pending formal adop-
tion of an employee relations policy;
NOW, THEREFORE, BE IT BY THE BOARD RESOLVED that the
program for review of county compensation for the 1969-1970 fiscal
period shall be as follows:
1. All requests for salary adjustments or inprovements
in fringe benefits shall be submitted in writing to
the County Administrator before April 259 1969.
2. The Office of the County Administrator through the
Director of Personnel shall study and review salary
adjustment requests and other salary proposals in
relation to the county compensation policy and organi-
zational needs .
3• On or before April 10s 1969 the Office of the County
Administrator through the Director of Personnel shall
cause to be prepared and distributed a report of com-
parisons of wage levels (prevailing rates for bench-
mark classifications) for the information of the
Board of Supervisorso department heads, employee unions,
and other interested parties .
4. The Office of the County Administrator through the
Director of Personnel shall analyze and discuss with
department heads their proposals for adjustments of
relationships internally among the classes in their
respective departments. Such discussions shall take
Place in the period from April I to April 30.

The Office of the County Administrator through
the Director of Personnel shall meet and confer
in good faith with representatives of the various
employee organizations beginning after April 15
and concluding May 23 on their proposals pertaining
to salaries and fringe benefits for the 1969.1970
fiscal year.
6. The office of the County Administrator, drawing
upon its investigations, and consultationswith
department heads and employee organization repre-
sentatives, shall formulate a recommended coupon-
cation program for all classified, exempt, elective
and executive personnel for the fiscal year 1969-
1970 and shall present a report with recommendations
to the Board of Supervisors on or 'before June 10,
1969.
7. The Board: of Supervisors shall conduct such public
hearings as it deems necessary on the recommended
compensation program during ane so that adjustments
deemed necessary July 1, 1969 may be effective on
that date.
AND BE IT FURTHER RESOLVED that the Civil. Service Commissions
employee organizations, Taxpayers Association, and other interested
parties mays if they so desire, state their position on the recom-
mendations at the 'hearings before the Board of Supervisors.
