HomeMy WebLinkAboutRESOLUTIONS - 01011969 - 69-210 IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, STATE OF CALIFORNIA In the Matter of Recommending State Legislation Eliminating or ) RESOLUTION NUMBER 69/210 Increasing the Maximum Partici- pating Base in the Program of Aid to Families with Dependent } Children. ) 14HEREAS the maximum monthly grant of assistance in the program of Aid to Families with Dependent Children in which there is federal.-state financial participation has remained the same since October 1, 1957 except for a very minor change resulting from increased federal financial participation; and WHEREAS during this same period there has been an increase in cost of living of over 26 percent; and WHEREAS these Maximum Participating Base figures contained in state law do not provide for an automatic increase in keeping with increases in the cast of living as is the case with the public assis- tance programs for adults; and WHEREAS the needs of families receiving Aid to Families with Dependent Children, as determined by the Cost Schedules issued annually by the State Department of Social Welfare and mandatary upon the counties, have increased to the point where the needs of a large per- centage of the AFDC families are higher than the Maximum Participating Base figures within which there is federal and state financial partici- pation; and WHEREAS any payments made to families towards meeting their needs over and above the Maximum Participating Base figures must be met solely from county funds although 50 percent federal matching funds would be automatically available if the Maximum Participating Base were eliminated or increased; and WHEREAS a failure to provide funds to meet the full needs of families and children in the AFDC program results in depriving these children of the funds essential for their adequate housing, clothing, food and their general welfare; and WHEREAS it is inappropriate and unnecessary, except for the current provisions of state law, for the full cost of such additional assistance to be met by local taxes on real property; NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors, County of Contra Costa, does hereby recommend the immediate enactment of such state legislation as will be necessary to eliminate from state law the present maximum figures for state and federal financial partici- pation, or to raise the monetary ceilings for state and federal partici- pation in the AFDC program to the point where it would permit meeting the needs of children in AFDC families within the state standards and would incorporate a cost-of--living increase feature which would keep it in step with the cost-of-living .increases in future years; and RESOLUTION NUMBER 69/210 ............................................................................................................................................................................. ..... ..... BE IT FURTHER RESOLVED that copies of this resolution be sent to the Governor of the State of California, the Administrator of the State Department of Human Resources, the Director of the State Depart- ment of Social welfare, Contra Costa' s delegation in the State Assembly and Senate and to the county Boards of the 57 other California counties. PASSED AND ADOPTED this 25th day of March, 1969 by the following vote of the Board: AYES: Supervisors J. P. Kenny, A. M. Dias, T. J. Coll, E. A. Linscheid, J. E. Moriarty. NOES: None. ABSENT: None.
