IN THE BOARD OF SUPERVISORS
OF
CONTRA COSTA COUNTY, STATE OF CALIFORNIA
In the Matter of Reimbursement
to Employees for Attendance at RESOLUTION No. 69/197
Certain Training Programs.
WHEREAS present policies with respect to authorization for
reimbursement for attendance at training programs require clarifi-
cation; and
WHEREAS rapid technological change and the great increase
in knowledge in a number of occupational fields make it advisable for
employees to attend specific training courses, workshops, and
institutes from time to time;
NOW, THEREFORE, BE IT RESOLVED that for training program
such as courses, institutes, seminars,, and workshops determined to
be of DIRECT BENEFIT to the county, employees may be allowed to
attend partially or wholly on county time and partially or wholly
at county expense on the reconnendation of their department head
and approval of the County Administrator; and
BE IT FURTHER RESOLVED that for training programs such as
courses, institutes, seminars, and workshops determined to be of
INDIRECT BENEFIT to the county, employees may claim reimbursement
for fifty per cent (50'/t) of enrollment fees if attendance is on
their own time and at their own expense; and
BE IT FURTHER RESOLVED that training of DIRECT BENEFIT to
the county is defined as training which is clearly related to the
work of the employee and which will be of substantial value immedi-
ately in improving the job performance of the employee, and training
of INDIRECT BENEFIT to the county is defined as training which is
generally related to the work of the employee and which will be of
value to the employee in the foreseeable future in his present
position or in a higher position in the county service; and
BE IT FURTHER RESOLVED that the Office of the County
Administrator shall develop procedures to implement this policy and
report to the Board annually on training authorized and the cost to
the county of registration fees ; and
BE IT FURTHER RESOLVED that the Board order on the matter
of employee training dated September 24, 1951, and Resolution
No. 4351 dated September 14, 1965 are hereby RESCINDED.
PASSED AND ADOPTED this 18th day of March., 1969, by the
following vote of the Board:
AYES.- Supervisors J. P. Kenny, A. M. Dias,
T. J. Coll, E. A. Linscheid, J. E. Moriarty.
