WHEREAS the State Division of Highways, as a part of
the construction of Interstate Route 684 in the Concord-Pleasant
Hill area., constructed a full interchange at Concord Avenue in
1962; and
WHEREAS the area around this interchange has undergone
intensive development with the Sun Talley Regional Shopping
Center and other major traffic generators, with resulting heavy
peak hour traffic volutes; said interchange, while adequate when
constructed, is no longer adequate to serve the traffic; and
WHEREAS it has been determined that the addition of
traffic signals or similar Measures will not solve the problem
and that Modification of the interchange is necessary to elim-
inate the severe congestion at this location; and
WHEREAS the design, construction and maintenance of
this interchange was and is a State responsibility and the
modification of the interchange to adequately serve the traffic
should likewise be a. State responsibility without local partic-
ipation as to casts; and.
WHEREAS this modification, as delineated upon a
preliminary plan dated 1966 and prepared by the State Division
of Highways, is badly needed and should be given top priority
for immediate right of way acquisition lust the property needed
for the plan be privately developed before it can be acquired
for the interchange modificationt
NOW, THEREFORE, BE IT BY THE BOARD OF SUPERVISORS OF
THE COUNTY OF CONTRA COSTA, CALIFORNIA RESOLVED that it
respectfully urges the State Highway Commission to authorize
mediate right of way acquisition and early constructionn for
this badly needed modification.
