Richmond , and more particularly described as Lots 191' and 192 in Black 7, as an on the amp of Truman Addition filed November 180 1912, in Book 8 of 1M ops, Page 198, in the office of the County Recorder of Contra Costa County is unfit for human habitation or occupancy, and is therefore a public nuisance, and said Building Inspector having posted said property with Notice to Abate AS and having notified the owner (s) of said property that it is unfit for human habitation or occupancy, in the manner provided by law as appears more particularly from the declaration of the Building Inspector on File herein; and WHEREAS, the said building has not been repaired or removed as re- quired by said Notice to Abate Nuisance- and WHERU;&S,, said Building Inspector thereafter posted said property with # Ajaja , bdA$=, which Notice specified the time and place of the hear- ing before this Board for the owners of said property to show cause why the building thereon should not be condemned as a public nuisance, and the Build- ing Inspector having notified the owners of said property of said hearing in the manner provided by law, as appears more particularly from the declaration of the #14 2-65; +00 (Third Notice) I---1571 iESOLU` ION 1<0. 619/128 Building Inspector on file herein; and WHEREAS, the matter having come on for 'hearing by this Board on Tuesday, February 18, 1963 atlC130 A'.M.$Plft as provided in the Notice hereinabove mentioned; and WHEREAS, the owner of said property having appeared and ha 0- quested *ml tin* within which to correct deficiencies o e said building and to aba the nuisance thereof, and the having considered the matter and continued the to Tuesda : WHEREAS, the owner of " d property appeared and having re- quested additional tinea thin which to correct defic e s of the said build- ing and to abet a nuisance thereof, and the Board having cons ed the matter continued the hearing to Tuesday A.M./P.M. WHEREAS, the Board having considered the evidence 'presented by said Building Inspector and all Esther' interested' parties, the following appears and this Board now finds that said building is unfit for human habitation or oe-� cupancy by reason of the following deficiencies which are hereby found to exist: 245*; 400 (Thi.rd foti oar 2 PffSCLtT3`ION NO. 69/128 BE IT THERWt}RE RESOLVED that said building is unfit for human habita- tion abits-t ori or occupancy and is declared to be a public nuisanceand the owners there- of are hereby ordered to abate said nuisance within 34 days after a copy of this Resolution along with 'Notice thereof has been posted to said property, BE IT FURTH4R RESOLVED that it is the conclusion of this Board that said building cannot be reconstructed or repaired in a manner so as to comply with the provisions of Article 8 Chapter 9 'of Title VIII of the California Administrative. The conditions which render said building unfit for human habitation or occupancy, and a public nuisance, as determined by the Uniform Housing Code, Section H-1001, ares (b) INADEQUATE SANITATION, which shall include but not be limited to the following; 1. Lack of, or improper water closet, lavatory, bath tub or shower in <a dwelling unit, 2. lack of, or improper kitchen sink. 3. Lack of hat and cold running water to plumbing fixtures In a dwelling unit, 4. Lack of adequate heating >facilities. 5. Lack of required electrical lighting. 6. Ceneral dilapidation or improper maintenance. (c) STRUCTURAL HAZARDS, which shall include but not be limited to the followings 1. Members of ceilings!; roofs, coiling and roof supports or other horizontal members which sag, split, or buckle due to defective material or deterioration, (d) NUISANCE. An 'attractive nuisance as defined by the Uniform Housing Code. (h)', FAULTY WEATHER'; PROTECTION, which shall include but not be limited to the followings 1. Deteriorated or ineffective waterproofing of exterior walls, roof, foundations, or floors, including broken windows or dears. 2. Defective or lack of weather protections for exterior wall coverings, including lack of paint, or weathering due to lack of`paint or other approved protective covering. 3. Broken, rotted, split, or buckled exterior wall coverings or: roof coverings. (k) HAZARDOUS OR UNSANITARY PREMISES. Those premises have an accumu- lation of woods, vegetation, ,junk, dead 'organic matter, debris, garbage, offal, rat harborages, stagnant water, combustible materials, and similar materials or conditions which constitute fire, health or safety hazards, (1) INADEQUATE MAINTENANCE. This building is determined to be an unsafe building In accordancewith Section 203 of the Uniform Building Code, 'Volume 1, 1967 Edition,
