WHEAS'142 said levees and flood_ protection facilities are Pub- licly owned,, controlled, and. maintained by autonomous political Juris- dictions consisting of 'eleven (ll) Reclamation Districts and one (1) Municipal Improvement District; and. `4HEHEAS the damage and deterioration to said. levees and flood prevention facilities is beyond. the capability of many of t'nese political Jurisdictions to .replace , repair, and return said levees and flood protection facilities to a safe and, stabilized condition without financial assistance from. the Federal ane.,/or Mate Governments; and. 'iMuni.cina,l Ire-provem.ent Districts located in the San Joaquin Delta area of the County of Contra. Costa -;i.thi:r his Declaration of a State of Disaster and that he request that the RESOLUTION a 0. 69/10? dGry President of the United, States include these political jurisdictions within his Declaration of a $tate of Disaster, in order that said jurisdictions may benefit .from emergency funds made available under Public Law 81-87 and./or Sections 54150 tbro-agh 54164 of the Govern- ment Code of the State of California; and. BE IT Ft RIEIF, RESOLVED that the Director of the Contra Costa County Disaster Office is authorizes and. directed, to undertake all necessary efforts, representations, and, administrative functions to gain inclusion of said. Reclamation and .Municipal Improvement Dis- tricts within the Declarations by the Governor of the State of California and the president of the United. States, and to secure such State and,/or Federal funds on behalf of and to the benefit of these autonomous political Jurisdictions to allow for necessary repairs and. essential restoration to return the publicly avined. levees and flood, protection facilities to a safe and, stable condition.
