CONDUCT AND COMPLETE THE PROCEEDINGS FOR THE
CHANGE IN ORGANI ATIIION BY DETACHMENT QF CITY
OF ANTIC3CH TERRITORY FROM PITTSBURG COMMUNITY

FOR SAID CHANGE IN'' ORGANIZATION
The Board of Supervisors of Conga Costa County RESOLVES THAT:
Change in organization by detachmentof City;of Antioch territory
from Pittsburg Community Hospital District has been proposed by the
City Council of the ''City] of Antioch. A mandatory resolution of
application for the proposed change in organization was fi<led by
the City Council of the City of Antioch with the Executive Officer
of the Local Agency ,;Formation Commission 'on April ' 85 1968.» The
reason for the proposed detachment is that moat of the inhabitants
of the said territory no longer use the facilities of the Pittsburg
Community Hospital District as the area has been annexed to the City
of Antioch,, and the residents utilize the facilities of a new
hospital in Antioch whi>>ch is ve11 able to render adequate hospital
services to the area proposed to be detached.
on May 1, 1968, the Local Agency Formation Commission approved
the resolution subject to the following conditions
(a) The boundaries of the proposed detachment are as' i,ndicated
in attached Exhibit rtA"
(b) Territory detached shall remain liable for its proportion-
ate share of current district bond indebtedness
The Local Agency Formation Commission also determined: "If

from the Pittsburg Community Hospital District." The exterior
boundaries of the territory proposed to be detached are as described
in Exhibit "A" attached hereto and by reference incorporated herein,.
The Local Agency Formation Commission's Resolution of Approval
named the Pittsburg Community Hospital District as the conducting
district to initiate, conduct and complete proceedings for the
proposed change in organization. Said hospital district failed to
initiate proceedings for the proposed change in organization within
35 days as is provided for in Government Cade Section 56292. on
October 30, 1968, the City of Antioch requested that the Local
Agency Formation. Commission certify, by resolution, to this Board of
Supervisors that the Board of Directors of the Pittsburg Community
Hospital District had failed to initiate proceedings for the proposed
change in organization, and request that this Board of Supervisors
assume jurisdiction to initiate, conduct and complete the proceedings
for the proposed detachment. Therefore, pursuant to Government Cade
Section 56293 the Local Agency Formation Commission, by resolution
dated November 6, 1968„ made such certification to this Board of
Supervisors of Contra Costa' County and requested that this Board
assume ,jurisdiction to initiate, conduct and complete necessary
proceedings for the proposed change in organization. This Board,
pursuant to government Code Section 56294, hereby assumes jurisdic-
tion to initiate, conduct and complete the proceedings for change in
organization to detach City of Antioch territory from Pittsburg
Community Hospital District.
At 10: 00 a.m. on Tuesday, December 24, 1968, in the Chambers
of the Board of Supervisors, Administration Building, Martinez,
California, this Board will conduct a public hearing on the proposed
detachment. At the hearing the testimony of all interested persons
or taxpayers for or against the proposed detachment will be heard,
and any interested person desiring to make written protest thereto
must do so by written communication filed with the Clark before
the hearing. A written protest by an owner of land must contain
a description sufficient to identify his land, and a written protest
by a voter must contain his residential address.
At the conclusion of the hearing, the Board of Supervisors
shall carder the detachment in accordance with government Code
Sections 56319 through 56322.
The Clerk of this Board is hereby directed to publish the text
of this resolution once a week for two successive weeks in the
"Antioch Daily Ledger", a newspaper of general circulation published
in this county and circulated in the territory wherein the proposed
detachment is situated, the first publication to be made not later
than fifteen (15) days prior to the hearing date. The Clerk of this
Board is also directed to past the text of this resolution on the
bulletin board of this Board at least fifteen (15) days prior to
the hearing date and such pasting will continue to the time of the
hearing.
