In the Matter of Opposing }
Proposition 9 ("Watson )
Amendment") on the November 5, ) RESOLUTION NO. 68/739
1968 General Election Ballot. )
WHEREAS this Board of Supervisors has carefully reviewed and
considered the provisions of Proposition 90 the so-called "Watson
Amendment," which will appear on the November 5, 1968 General
Election Ballot; and
WHEREAS Proposition 9, if enacted, would seriously threaten
the operations of counties and other public agencies in California,
by drastically curtailing property tax revenues without providing
alternate sources of financing; and
WHEREAS replacement revenues could only be derived by huge
increases in personal income, sales and/or ether taxes in excess
of property tax reductions for the average homeowner thereby penal-
izing the very class of taxpayers Proposition 9 purports to assist;
and
WHEREAS a few very large taxpayers would benefit from
Proposition 9 through the shifting of their share of the tax burden
to the general publics; and
WHEREAS Proposition 9 would halt the construction of capital
improvements needed by counties, school districts, and other public
entities , and
WHEREAS the ultimate and inevitable effect of Proposition 9
would be loss of local control by counties, school districts and
rather local public entities and concomitant centralized direction
of Local affairs from the state level;
NOW, THEREFORE, BE IT BY THE BOARD OF SUPERVISORS OF THE
COUNTY OF CONTRA COSTA, CALIFORNIA RESOLVED that it vigorously
opposes the approval of Proposition 9 as extremely inimical to the
best interests of the general public, countywide and statewide,
PASSED AND ADOPTED this 22nd day of October, 1968, by the
following vote of the Board,
AYES: Supervisors J. P. Kenny, J. E. Moriarty,
T. J. Coll, E. A. Linseheid, A. M. Dias .
NOES: None.
