On recommendation of the County ;Librarian and the County Administrator, a lease with option to purchase agripement between the Ori n;da Library Board, Inc. , a California non-» f�t Oor ora- tion, as Lessor r and Contra. Coate C+�unty, as Leasee, has been tendered to this Board to void and supersede the leasedated October 28,;' 1958 between said parties, In order to construct and finance additional branch library faoi li.ties las provided therein. The said lease agreement is fora term of forty (40) ,years at no crash 'rental and provides., among other terms and 'conditions therein, an option to the County to purchase the .eased premises at the end of the 30-year lease per lod for a. consideration of $1.00, as provided therein. This Beard' being apprised of the terms of said agreement „ and goad cause appearing therefax', authorizes and directs the Chairman of this Board and the County Clerk to execute said lease agreement' on behalf of the County of Contra Costa. CALLING AND NOTICING ELECTia (Govt. Code Secs. 31520.1 & 31523) The Board. of Supervisor; of Contra Costa County RESOLVES THAT: 1. Carl Crisler has resigned from county service while serving his 3 year term of office as Safety Member Alternate (law enforcement) of the Boar?. of Retirement; and the safety members of the Retirement Association must therefore elect a law enforcement candidate to fill his unexpired term, as provided. below. 2. NOMINATI NS shall be on forms provided by the County Clerk and filed, in his office commencing Friday, August 99 and filed in his office not later than 5:00 P.M. on Friday, August 16, 1960. He shall have ballots printed with the nominees' :names and. with blank spaces for write-in candidates. He shall have a ballot mailed on or about September 1, 1960, to each safety member of the Retirement Association as of August 31, 1960, with a ballot envel- ope in which to enclose the ballot when voted, imprinted. "Retire- ment Board. Ballot" or similar wards, together with a return envel- ope addressed to the Clerk for mailing; the ballot envelope back to him, and with instructions that the ballot shall be marked and. returned to the County Clerk before 5;00 P.M. on election day (see No. 3 below) . 3. ELECTIQIti DAY is hereby fixed. as Monday, September 16, 1968. Any ballot reaching the Clerk's office after 5:00 P.M. or September 16, 1960, shall be void and not counted. 4. N QTIC3 of this election and nomination procedure shah be given by the Clerk by publishing a copy of this resolution at least once in the Contra Costa Morning News-Gazette at least 10 days before last day for his receiving nominations (see No. 2, above) . 5. Can Tuesday, September 17, 1960, the County Clerk shall cause all valid ballots to be publicly opened., counted and tallied. by an Election Board. of 4 members of the Retirement Association selected by him., which shall forthwith certify the returns to this Board.; and this Board, shall declare the winner elected or arrange for a ran-off election in case of a tie. 6. If the Clerk receives no valid nominations, he shall so inform. this Board. which shall call a new election and, if the Clerk :receives only one valid nomination, he shall so notify this Board which shall order the Clerk to cas a, unanimous ballot for that person and shall declare that person elected pursuant to Government Cade Section 31523.
