HomeMy WebLinkAboutRESOLUTIONS - 01011968 - 1968-390 IN THE BOARD OF SUPERVISORS Or CONTRA COSTA COUNTY, STATE OF CALIFORNIA In the Matter of } Expressing Appreciation to Senator George Miller, Jar. , for Cooperation in Opposing ) RFSOLUTION NUMBER 68/390 Assembly Bill No. 942 Proposing ) the Creation of the Delta Water Agency. } Assembly Bill No. 942, authored by Assemblyman Robert T. Monagan, of San Joaquin County, which Pill, if signed by Governor Reagan, would create a six-County "Delta Water Agency' for the purpose of entering into firm and binding; contracts with the Federal and State Governments for water duality control in the Delta; and Senator George Miller, Jr. , and this Board, upon analysis of the Bill and intentions of "promoters" of the. :Bill, had reached the conclusion that the Bill is highly detr..mental to the Western Sacramento - San Joaquin Delta because: 1. "Promoters" of the Bill plan to use the "November 19, 196emorandurrz of Understanding" which sets forth certain water quality criteria to be maintained in the Delta as the basis for any Agreement entered into with the Federal and State Governments; 2. These criteria are extremely detrimental to the Western Delta, which lies mainly within Contra Costa County, because they would allow excessive and un- precedented intrusion of ocean salinity; 3. If the Bill is passed Western Delta agriculturalists will find themselves in- the position of having to pay for a lower quality of water than they have experienced in the past. 4- Of the eleven members of the Beard of .Directors, of the Agency, only one will be representative of Contra Costa County; 5. The Agency creates a wholly unnecessary level of government with relatively unlimited taxing powers ; and 6. Finally, and most important, the creation of the Agency may result in the impairment of the De It n ' s valuable Water Rights . On June 10, 1968 , Senator Tiller presented on the floor of the Senate , the County' s stand against Assembly Bill No. 942, and requested Contra Costa County lands be excluded from the Delta Water Agency; and requested the Senate not "pass" the Bill, and RESOLUTION NUMBER 68,/390 In the face of lucid arguments, emphatically presented by the Senator, the Senate, nevertheless, led by representatives of ,San Joaquin Valley and Southern California interests, who would be the real beneficiaries of the passage of Assembly Bill No. 912, voted in favor of the Bill. BE IT HEREBY RESOLIMD that we express our appreciation to Senator George Miller, Jr. , for his splendid stand against the passage of Assembly Bill No. 912, favored by overwhelming political forces. PASSED AND ADOPTED this 11th day of June , 1968, by the following vote of the Board: AYES: Supervisors James P. Kenny, James E. Moriarty, Thomas John Coll, Edmund A. Linscheid.
