Upon the recommendation of District Attorney John A. Nejedly,
This Board RESOLVES AS FOLLOWS:
WHEREAS, in accordance with the laws of the United States ,
the County of Contra Costa has required continued residence for
a reasonable time as a condition for certain public welfare
payments , and
WHEREAS, recent federal court decisions in California and
In other states have determined some residency requirements to
be unconstitutional and threaten the destruction of all such
residency requirements, and
WHEREAS, it is reasonably estimated that the removal of such
residency requirements will cause the cost of public welfare to
this county to be increased at the expense of local property
taxpayers , and
WHEREAS, the bearing of such increased costs by the taxpayers
of this county alone is unjust and inequitable in that public
welfare expenditures to new residents reflect a benefit to the
states and counties from which they come and a benefit to the
nation as a whole in facilitating population mobility, now
THEREFORE, the Contra Costa County Board of Supervisors
petitions the President and Congress of the United States to amend
the Federal Social Security Act at once so as to provide full
federal financing of public assistance payments made to recipients
who do not meet the length of residence requirements presently
permitted by federal statute, such federal financing to continue
in each case only until the existing length of residence require-
ments have been met by each recipient ; and be it Further
RESOLVED, That the Clerk of this Board transmit copies of
this resolution to the President and Vice President of the United

Representative Jerome Waldie, and to Senators Thomas Kuchel and
George Murphy.
