IT IS BY THE BOARD ORDERED: The County of Contra Costa desires to provide mental health services to residents of the County in conjunction with the State of California under Sections 9000 et seq. of the California Welfare and Institutions Code (Short-Doyle Act) , The County of Contra Costa and the above-named corporation, a California non-profit corporation, have entered into an Agreement for Mental Health Services and the Director of Mental. Health Services has recommended the extension of said Agreement to and until June 30, 1969; subject to the incorporation therein of the terms and conditions contained in ".Exhibit A" attached hereto in substitution of the "Exhibit A" contained in said Agreement as entered into or as hereto- fore extended, end su'b jeet to incorporation of "ExhibitBO attached hereto and by reference incorporated herein; provided. Notwithstanding any other provision of said Agreement, the total obligation of the County of Contra Costa thereunder shall not exceed the sum of $22,800 for the period of said extension; NOW, THEREFORE, the County of Contra Costa agrees to extend. said Agreement through June 300 1969, subject to the provisions con- tained herein and to incorporation therein of'Exhibit ".A" and "Exhibit "B" attached hereto. The Council for Coordinating Services to the Maritally Retarded of Contra Costa County is concerned with identifying unmet needs and gaps in existing services in the county and taking all possible measures to guarantee the orderly development, effective operation, and necessary continuity of community services for the mentally re- tarded.. II. PROGRAM EMPHASIS The Council is composed of representatives of the community and public and voluntary agencies which provide or could provide sexvices for the mentally retarded and their families. It is seen as the strong, independent, broadly representative citizen base for county-wide plan- ning for mental retardation services. Its role ib relation to man y�of the problems with which it deals is to bring together and coordinate the activities of all agencies and groups concerned. It also provides` public education, information and referral for families,'in-service training opportunities in the field of mental retardation for nurses, social uorkers, teachers, vocational .counselors', homemakers, and other professionals and sub--professioralsrt It works closely with all mental health agencies as well as with other health, education, recreation, and welfare agencies. Where appropriate it maintains working relation- • ships with regional and state agencies, as well. In summary, program emphasis is on working with other agencies to pro-- _ vide education, information, and assistance in program development and, . through coordination, to achieve the implementation of its comprehensive plan for improving , extending and expanding services to the county's mantally retarded and their families. III. SERVICE PATTERN AND ADMINISTRATION The Coordinating Council operates as .a project- of the Contra Costa office of the Hay Area 'Social Planning Council. Coordinating Council by several staff members (including the Director and Deputy Di— rector). It is also represented on the Planning Committee. IV. FORMAL RELATIONSHIP WITH OTHER COM,'tUNITY GROUPS ` Formal contact is maintained with all community groups concerned with mental retardation or potentially 'concerned with mental retardation through their representation on the Coordinetin►g Council., Flexibility ins stressed through reodinecs to add ropresant6ti.voo of any agencies or organizations demonstrating in any way an interist in - or a potential for -• serving the mentally retarded. The Coordinating Council provides participating agencies with informs-* tion and assistance and acts .as a catalyst or coordinator when necess•- • ary. V. STAFF DEVELOPMENT AND IN•-SERVICE TRAINING Staff development activities -for the staff of the Coordinating Council fnolude opportunities for attendance at pertinent conferences, seminars, institutes, informational meetings, and meetings of state hoards and advisory cammittees. Statement of purposes and Functions Basic objectives of the Coordinatina Council : 1. The orderly development, effective operation, and c©n- tinuity of community services for the mentally retarded. 2. Assurance that the needs-of the mentally retarded are served, so far as possible, through the customary health, education and Welfare facilities of the community. 3. Assurance that special needs, not suitable for service through existing or conventional resources, be met by specially designed services developed in appropriate gays. 4. Assurance that services are planned, coordinated and lo- cated so as to reduce to a minimum fragmentation, "shopping around", duplication, and uneconomic use of resources. 5. Strong involvement and participation of volunteers to assure a broad base of' community acceptance and support. 6. Advancement of community and professional understanding of the problem. The Coordinatino Council functions throunh a variety of forms: 1. Monthly meetings, open to the public. Most of these meet- ings are planned around specific tharpas or topics (recreation, adult services, guardianship, education, legislation, and others). 2. Follow-up to monthly meetings through special committees. _ . Committee functions include: consiltation with agencies, coordination of services,. •exploration ,of facts, additional planning, further identification of -problems or gaps in ser- vices, clarification of information; aid to 'new programs, in- service training for professionals, public education, publica- tion of findings and similar follow-up activities. 3. Close contact with several key organizations and services for the retarded. Description of Unit Relationships with other Mental Health Resources: 1. Relationship with the Short-Doyle program a. The Coordinating Council includes in its membership representatives of Community. Mental Health Services (Short-Doyle). b. Thelong range goals of the Council include an emphasis on meeting the needs of the retarded through existing .sarvices as far am pozniblo. Tho Short-Doyle program . is seen as a key "existing service". - e. "An immediate concern of the Coordinating Council relates to "support, promotion, and assurance of effectiveness of the Multi-Purpose. Center for the Mentally Retarded ih' • Contra Costa County". A sub-committee of the Coordinating Council concerned with the, Multi-Purpose Center has met regularly with the Director and staff of the county Short- Doyle program and has been involved with mobilizing commu- nity approval of building plans. It has also coordinated program plans calling for joint activity by the Short-Doyle program and the County Schools. d. The Coordinating Council brings together representatives of the four day treatment centers receiving Short-Doyle support as new needs •for..such meetings arise. It maintains a close working relationship with each of the four centers. Z.. Relationship with other agencies and organizations at. The Coordinating CoLincil is a project of the Flay Area Social Planning Council. The primary purpose of -the Bay Area Social Planning Council is described in its article of incorporation as follows: ". . . to provide a vehicle by which the people of the Flay Area can datermine their health, welfare, and re- creation needs and plan the otdorly development of resources to meet those needs." The Coordinating Council, through its comadittees and staff, involves the appropriate members of the Council ' as well as other representatives of member agencies in conducting surveys of needs, stimulating agency action, providing .information, and publicizing new developments. in the development of new programs, duplication and fragmentation are avoided to a large -extent by early in- . volvement of all concerned agencies. d. The Coordinating Council provides speakers and other form;3 of in-service training and consultation to its member agencies and to other community groups (womants clubs, volunteer groups, etc. ). e. In addition to its special relationship to Community Mental Health Service:, the Coordinating Council main_. tains a particularly close relationship with the Contra Costa County Association for the Mentally Retarded and the Contra Costa office of the Golden Gate Regional Center. Both of these agencies are located in the same office building as the Coordinating Council in order to facilitate. f requent and prompt communication among them. Regarding the Golden Gate Regional Center, the role of the Coordinating Council has been.' i. to provide the professional and' lay community with information about the Regional Center. ii. to provide +the Regional Center with Contra Costa representation on its Executive Comma ttea. iii. to organize and call regular meetings of a Case Committee to consider county applications for - service and to* make recommendations for priori- - ties. iv. to follow-up the Regional Cant�:r t s findings re-- garding needs for improved or new community re- sources. 4. It se4 coordinate the sot Vulos 'O lts'.. ba endies -in of mental retardation as Uozo sctivitie3 rslate tet to==Aty }.ental Health ServIJ03. , r MODIFICATION OF LIMITS OF REQUIRED LIABILITY INSURANCE The previsions of paragraph 6 of -the within Agreement are hereby modified to provide that the limits of liability Insurance carried by the Corporation, naming the County as co-insured, shall be not less than Two Hundred Fifty Thousand Dollars ($250,000) for each person, Five Hundred Thousand Dollars ($500,000) for each accident , for all damages arising out of bodily injury, sickness , or disease, including death, from any one accident , and Fifty Thousand Dollars ($50,000) for all damages arising out of injury to or destruction of property for each accident.
