L IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTI', STATE OF CALIFORNIA In the Matter of Calling and ) Providing for a Special County ) Bond Election for the Purpose ) of Submitting to the Qualified ) Electors of Contra Costa County ) the Proposition of Whether or ) Not a Bonded Indebtedness of ) This County Should Be Incurred ) for the Purpose Herein Set Forth; ) Declaring the Amount of Bonds ) Proposed to Be Issued and the ) Maximum Rate of Interest to Be ) Resolution No. BZ2. 8 Paid Thereon; Fixing the Date ) of said Election and the Manner ) of Holding the Same and the Pro- ) cedure for Voting for or Against ) Said Proposition; Consolidating ) Said SpeciRl County Bond Election ) with the State of California ) Direct Primary Election to Be ) Held June 14 , 1968 ; and Providing ) for Notice of Said Special County ) Bond Election ) ) ) WHEREAS, in the ,judgment of this Board of Supervisors (the "Board" ) of Contra Costa County (the "County") , it is necessary that funds of the County be expended for the purpose hereinafter set forth; and WHEREAS, there are not sufficient funds in the treasury of the County available for said purpose , or in the amount required therefor, and it is necessary that funds in addition to those on hand in the treasury of the County be raised for said purpose by the issuance and sale of bonds of the County , and to that end it is necessary that a special county bond election be held in accordance with law for the purpose of submitting to 68/228 the qualified electors of the County the proposition of whether or not bonds of the County shall be issued and sold for the purpose hereinafter set forth; NOW, THEREFORE, BE IT RESOLVED AND ORDERED by the Board of Supervisors of Contra Costa County, as follows : Section 1. A special county bond election be and the same is hereby called to be held throughout Contra Costa County on Tuesday , June 4 , 1968, for the purpose of submitting to the qualified electors of the County the proposition of incurring a bonded indebtedness of the County for the purpose set forth in the following measure, to wit : MEASURE (A) : Shall the County of uven le Hall Contra Costa incur a Additions) bonded indebtedness in the principal amount of $1,600 ,000 for the object and purpose of acquiring, constructing and completing the following county improvement , to wit : Additions to existing Juvenile Hall, to provide housing and classroom space , together with furniture , fixtures , equipment and apparatus therefor; site improve- ments ; and other works , property or structures necessary or convenient for said county improvement? Section 2. (a) The Board does hereby submit to the qualified electors of the County at said special county bond election said measure for the issuance of said bonds , and hereby designates and refers to the said measure in the form hereinabove set forth as the measure to be set forth on the ballots hereinafter prescribed for use at said special county bond election. 68 /2282 (b ) Said special county bond election shall be held and conducted, and the votes thereat received and canvassed, and the returns thereof made and the result thereof ascertained and determined as herein provided, and in all particulars not prescribed by this resolution and order said election shall be held as nearly as prac- ticable in conformity with the election laws of the State of California and only qualified voters of the County may vote thereat . (c ) Said special county bond election hereby called shall be and is hereby consolidated with the State of California Direct Primary Election to be held through- out the County on Tuesday, June 4, 1968 , all as required by and pursuant to law; and the election precincts , poll- ing places and voting booths shall in every case be the same and there shall be only one set of election officers in each of such precincts. The election precincts , poll- ing places and officers of election for said special county bond election shall be the same as those desig- nated in the notice designating the precincts, polling places and election officers in the County for said Direct Primary Election to be published by the County Clerk of the County as required by law, to which notice reference is hereby specifically made for a designation of the precincts , polling places and election officers for said special county band election. The polls for said Direct Primary Election and for said special county bond election hereby consolidated therewith shall be opened at 7 :00 o'clock A.M. on the date of said elections 68 229 and shall be kept open until 8: 00 o' clock P.M. of said day, when the polls shall be closed, except as provided in Elections Code Section 14436, (d) The same forms of ballots shall be used at said State of California. Direct primary Election and said special county bond election hereby consolidated therewith, which, in addition to all other matters required by law to be printed thereon, shall state the measure set forth in Section 1 hereof. To vote in favor of the measure hereby submitted and to authorize the incurring of the indebtedness in said measure set forth, each voter shall stamp a cross (+) in the blank space opposite the word "YES" on the ballot to the right of said measure, and to vote against said measure and against incurring said indebtedness shall stamp a cross (+) in the blank space opposite the word "NO" on the ballot to the right of said measure, except that if and to the extent that Votronic ballots are used at said election, each voter shall stamp a mark (i) in the blank space opposite the word "YES" or opposite the word "NO" on the ballot to the right of said measure. On absent voter ballots the cross (+) may be marked with pen or pencil, except that if and to the extent that Votronic ballots are provided for absent voters , each voter shall stamp a mark (4) in the blank space opposite the word "YES" or opposite the word "NO" on the ballot to the right of said measure . (e) The County Clerk shall supply ballots and stationery and all other things necessary for the conduct of said elections to the proper officers of election. 4 68 /228 (f) The returns of said Direct Primary Election and said special county bond election consolidated there- with shall be made out and signed by the election officers and shall be by them deposited with the County Clerk, together with the ballots cast at said election. The Board hereby orders and directs that the canvass of said Direct Primary Election and said special county bond elec- tion consolidated therewith be made by the County Clerk at one o' clock P.M. on Thursday, June 6 , 1968 , at his office at 524 Main Street, Martinez, ,California. Upon completion of the canvass, the County Clerk shall certify the results of said special county bond election to the Board ; and the Board shall meet at its usual meeting place and confirm said canvass by the County Clerk on Tuesday, the 18th day of June, 1965 at 10 :00 A.M. and declare the results of said special county bond election. Section 3. (a) The amount of bonds proposed to be issued by the County in the event that said Measure (A) shall carry at said election is $1,600 ,000. Said bonds shall bear interest at the rate of not to exceed six per cent per annum, payable semiannually (except that interest for the first year after the date of said bonds may be made payable at the end of said year) . (b ) if at said special county bond election said county measure shall receive the affirmative vote of two-thirds of the electors of the County voting on said measure , then bonds of the County in an aggregate principal amount not exceeding the aggregate of the amount 5 68 /228 specified in said measure may be issued for the purpose set forth .in said measure. Section 4. Notice of said special county bond election shall be given by publication of this resolution and order in the following named newspaper, to wit : the MORNING NEWS GAZETTE (which the Board hereby finds and declares to be a newspaper of general circulation printed and published in the County) , once a week for at least four (4) weeks prior to the holding of said special county bond election and the County Clerk is hereby ordered and directed to cause this resolution and order to be so published. Section 5. No other notice of the election hereby called need be given. Section 6 . This resolution and order shall take effect immediately. The foregoing resolution and order was passed and adopted by the Board of Supervisors of Contra Costa County , State of California, on Tuesday , April 9 , 1968 , by the following vote : AYES : Supervisors J, F.
