WHEREAS the Board. of Supervisors on April 12, 1960 adopted on employee compensation policy; and WHEREAS on December 27, 1965 the 'Board of Supervisors adopted an amendment to Ordinance Cade Section 2414 (w) to provide for recommendation of rates of pay by the Civil Service Commission for each classification of position pursuant to procedures established by the Board of Supervisors; and WHEREAS it is desirable that procedures to be utilized in review of county compensation shall be speolfied for the information of all parties; NOW, THEREpORE, BE IT By THE BOARD RESOLVED that the plan for review of county compensation shall be as follows: 1. All requests for salary adjustments or impro c- mdents in fringe benefits, shall be submitted in writing to the Board of Supervisors between March 1 and April 15 and referred to the Civil Service Office and to the County Administrator. 2, The Civil. Service Office shall study and review salary adjustment requests in relation to the county compensation policy, and the Office of the County Administrator shall analyze the: financial and organizational impact of pro- posals presented. 3. On or about April l the Civil Servide Office shall prepare and distribute a report of comparative wage levels (prevailing rates for butch mark classifications) for the informa- tion of the Beard of :Supervisors, Civil Service Commission, department heads, employee unions, and other interested parties. 4. The Civil Service Office shall analyze and discuss requests with departments and shall formulates a tentative compensation program for positions in the classified service for the ensuing fiscal year. The Director of Personnel shall submit his annual salary recommendations simultaneously to the County Administrator and to the Civil Service Commission on or about May 1. The said Director shall provide such assistance during the consideration of such recommenda- tions as is requested by the County Administrator or the Civil Service Commission. 6. The Civil Service Commission shall conduct an open hearing on the above--mentioned salary recommendations and, at the conclusion there- of, shall submit its recommendations thereon to the County Administrator who shall, no later than June 15, submit the Commissionrs recommendations without alteration, together with his own recommendations to the Board of Supervisors for its consideration. 7. The Board of Supervisors shall act on conpensa_ tion matters for the ensuing fiscal year after public hearings on the recommendations of the Civil Service Commission and County Adminis- trator in time such that adjustments may be effective July 1 for salaries set by resolu- tion of the Board of Supervisors; and BE IT BY THE BOARD FURTHER RESOLVED that the county compensa- tion policy, as indicated by order of the Board of Supervisors dated April 12, 1960, is reaffirmed; and BE IT BY THE BOARD FURTHER RESOLVED that the Office of the County Administrator shall review and make recommendations on rates of pay for exempt, elective, and executive positions . PASSED AND ADOPTED this 26th day of March, 1968 by the following vote of the Board: AYES: Supervisors James E, Moriarty, Thomas John Coll, Edmund A. Linscheid, Alfred M. Dias. NOES: None . ABSENT: Supervisor James P. Kenny. RESOLUTION NUMBER 68/184
