WHEREAS the Board of Supervisors, County of Contra Costa,
California, has been apprised of the retirement of Police Chief
Charles E. Brom, City of Richmond, Californias and
WHEREAS this outstanding police official began his law
enforcement career as a patrolman with the Richmond Police Depart-
ment in 1942 and worked up through the ranks to the grades of
Sergeant and Captain and was appointed Police Chief in 19551 and
WHEREAS the personal police history of this fine official
is replete with remarkable examples of effectiveness and reflects
the guidance which he provided to make the police force of the City
of Richmond one of the best law enforcement agencies in the state
and nations and
WHEREAS Chief Brown in requiring the implementation of
firm police policies retained a deep concern for the problems of the
unfortunate and the welfare of his fellow mens and
WHEREAS Chief Brown, despite his important direct police
responsibilities, found time to contribute valuable and successful
efforts to community groups such as the Bay Area Social Planning
Council, Bay Area United Crusade, and Boy Scouts of Americas and
WHEREAS bodause of hie record of accomplishKent, Chief
Brawn, in retirement, has been called upon to serve as Assistant
Executive Secretary to the California Peace Officers Association
and has been named by the Governor to the womens Beard of Terms
and Paroles s
NOW, THEREFORE, BE IT BY THE BOARD OF SUPERVISORS OF THE
COUNTY OF CONTRA COSTA, CALIFORNIA RESOLVED that it extends to
Police Chief Chat ew E. Brown its sincere thanks for his substantial
and successful police efforts in behalf of his city and his county,
its congratulations on his outstanding police career during the
last quarter of a century, its best wishes for success in his new
endeavors and for a long and contented life in retirement.
