Company for Conversion of }
Underground Utility Lines.
WHVVAS the Board of Supervisors, having received Resolution Number
3397 adopted by the City of Concord requesting that the allocation of Pacific
Gas and Electric Company funds to the County of Contra Costa for the conver-
sion of overhead utility facilities to underground systems be apportioned to
city-county thoroughfare projects, of which Monument Boulevard is of top
priority; and
WHEREAS this request was referred by the Board of Supervisors to the
Underground Utilities Advisory Committee for report and r000mmendationj and
WHEEAS a request frau Mr. R. V. Brown, City Manager, City of El
Cerrito, to Mr. J. P. McBrien, County Administrator, to make the 1968 county
allocation available to the City of El Cerrito for conversion of overhead
facilities to underground in the Bay View section of that city was also
referred to the Underground Utilities Advisory Committee; and
WHEREAS the report of the Underground Utilities Advisory Comitteea
indicates that the formula used for allocation of funds to cities and counties
within the Pacific Gas and Electric Cin' system is based on they number of
customers in the respective service areas which is a fair and equitable
method of allocation; and
WEREAS the apportionment of this allocation to cities for city-
county thoroughfare or other projects would abrogate the formula and would
not be fair and equitable to residents of the unincorporated area; and
WHEREAS the Underground Utilities Advisory Committee is in the
process of developing a program for conversion of overhead utilities to under-
ground for the unincorporated area in accordance with the criteria included in
Pacific Gas and Electric Cc p=y Rule Number 20; and
WHERM the Underground Utilities Advisory Committee advises it
appears that the county allocation ation for the 1968 calendar year will not be
sufficient to ompletea projects in the unincorporated area currently under
review; and
ie MEAS annual allocations made by Pacific Gas and Electric Company,
if made for approximately the same amount as in 1968, for subsequent years
will also not be sufficient to complete projects in the unincorporated areas;
and

WHEREAS ander Rule Rauber 20 amounts allocated to public agencies
which are insufficient to cwmplete projects may be carried over to subsequent
gears and accusulated, providing such agencies have active undergrounding
programs, thereby eliminating the possibility of love of allocations which
have been made; and
WEREAS Mr. H. V. Worthington, District Manager, Pacific Gas and
Electric Company, having been requested to comment with respect to this
matter indicated support for the recommendation wade by the Underground
Utilities Advisor* Committee which follows Rule Number 20;
NOW, THEREFORE, BE IT BY THIS BOARD RESOLVED, following due
consideration of the request made by the City of Coneord and the report and
recommendation made by the Underground Utilities Advisory C(m ittee, that it
shall be the polio of Contra Costa. County to use annual allocations made by
Pacific Gas and Electric Company for conversion of overhead for projects
exclusively in the unincorporated areae; and
BE IT FURTHER RESOLVED that projects included its the underground
utilities program of the county shall be evaluated and determined with due
consideration given to criteria established by Rule Number 20.
