HomeMy WebLinkAboutRESOLUTIONS - 01011968 - 1968-104 IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, STATE OF CALIFORNIA In the Matter of Provision of Additional Funds for the San Francisco Bay Area Rapid RESOLUTION NO. 68/104 Transit District. WHEREAS the Board of Supervisors of the County of Contra Costa, California has heretofore recommended. that addi- tional funds be provided. for the San Francisco Bay Area Rapid, Transit District through Increasing tolls on the San Francisco - Oakland Bay Bridge; and WHEREAS Supervisor J. E. Moriarty brought to the attention of the Board that while he is in agreement with said increased, toll proposal It is his opinion that the California Legislature would not endorse said proposal and. that it is desirable that the Board take a more flexible position on said matter; and. WHEREAS Supervisor J. P. Kenny expressed, the opinion that some means must be found to finance the deficit of said. transit district, that he was In agreement with the original toll proposal recommended by the Board but that the position suggested by Super_ visor Moriarty merited attention; and, WHEREAS Supervisor T. J. Coll suggested that while con- tinued support of the toll increase proposal was desirable, it was probably also advantageous to suggest alternate means and. combina- tion of means of financing rather than take no stand whatsoever on any method of financing other than Increased bridge tolls; and , WHEREAS Supervisor A. M. Dias pointed out that the Dosition of the Board on the financing of the transit district deficit should include a provision that under no conditions would an Increase In property taxes be considered acceptable: and. WHEREAS Supervisor E. A. Linscheid stated that In his opinion the Board. should continue to urge increased bridge tolls rather than weaken Its position by considering alternate means of financing and in connection therewith continue to support the post- tion taken by its legislative representatives Senator George Miller, Jr. , who also favored financing by means of Increased bridge tolls; and WHEREAS Mr. James T. ditch, General Manager, Contra Costa County Development Association, appeared and stated that In his opinion the application of increased In lieu taxes on automobiles and trucks for the purpose of raising additional transit district revenues would be distinctly disadvantageous to the county and automobile and, truck owners registering vehicles in the county; and WHEREAS the Board. after discussing the financing matter further in relation to the comments previously made; RESOLUTION NO. 68/104 NOW, THEREFORE, BE IT BY TfiIS BOARD RESOLVED that it con- tinues to support the financing of the San Francisco Bay Area Rapid Transit District through increased tolls on the San Francisco - Oakland Bay Bridge but that if said, proposal could. not receive legislative sanction it Is agreed that the Board. Interpose no objection as a second. choice to a combination of arrangements involving increased bridge tolls and Increased in lieu taxes, and. as a third choice an Increase of in lieu taxes only. BE IT BY THIS BOARD FURTHER RESOLVED that copies of this resolution be transmitted to the Honorable Ronald. Reagan, Governor. of the State of California; the Honorable George Miller, Jr. , Senator of the 7th District; the Honorable Randolph Collier, Senator of the lst District and Chairman of the Senate Committee on Transportation; the Honorable John T. Knox, Assemblyman of the 11th District; the Honorable James W . Dent, Assemblyman of the 10th District; the Honorable John F. Foran, Assemblyman of the 23rd District and Chairman of the Assembly Committee on Transpor- tation and Commerce; the City Council of each of the cities in Contra Costa County; the Board of Supervisors of the County of Alameda; the Board of Supervisors of the City and County of San Francisco; the Board of Directors of the San Francisco Bay Area Rapid Transit District; and to the Contra Costa County Develop- ment Association. PASSED An ADOPTED this 13th day of February , 1968 by the following vote of the Board: AYES-. Supervisors James P. Kenny, James E. Moriarty , Thomas John Coll, Alfred M. Dias. NOES: Supervisor Edmund A. Linscheid. ABSENT: None. RESOLUTION NO. 68/104
