RESOLUTION. NUMBER 68/98 WHEREAS the Board of Supervisors of the County of Contra. Costa, California recognizes that the discouragement of premature and unnecessary conversion of agricultural land to urban uses is a matter of vital public interest; and WHEREAS in a rapidly urbanizing society, agricultural lands have a definite public value as open space, and the preservation in agricultural production of such lands---the use of which may be limited pursuant to the provisions of the California Land Conservation Act of 1965 --constitutes an important social, aesthetic, and economic asset to, existing or pending urban or metropolitan development and WHEREAS the preservation of a substantial amount of the agricultural lands of the county is considered necessary for the conservation of the economic resources of the community; and WHEREAS the Beard finds that the provisions of the California Land Conservation Act of 1965 appear to be appropriate to effect the conservation of agricultural:la,nd; and WHEREAS a number of land owners within the county have expressed an interest in entering into land conservation contracts and agreements; and WHEREAS a review of the situation in terms of the action taken in other counties and in terms of the proposed implementa- tion of the California Land Conservation Act of 196,E in Contra. Costa County discloses that detailed procedures and proper controls should be established before said act is applied in the interests of both land owner applicants and the county as a whole; NOW, THEREFORE BE IT BY THIS BOARD OF SUPERVISORS RESOLVER that a committee is created to be composed of representatives of the County Department of Agriculture, Office of the County Adminis- trator, Office of the County Assessor, Office of the District Attorney, Planning Department, Public Works Department, and Agricultural Extension Service and representatives of the Contra Costa County Farm Bureau, Contra Costa-Alameda, County Cattlemen's Association, Contra. Costa Board of Realtors, and Home Builders Association of Contra Costa County for the purpose of carefully studying and making recom- mendations to this Board on the means of implementing the California Land Conservation Act of 1965 within Centra Costa County including the procedure for the establishment of agricultural preserves, the method of receiving and reviewing applications, and the development of a land conservation agreement document with terms and conditions suitable to carrying out the purposes of said act in this county; and. RESOLUTION NUMBER 68/98 BE IT ALSO RESOLVED that the County Agricultural Com- missioner is designated as the Chairman of said committee; and. BE IT FURTHER RESOLVED that said committee is directed to proceed as rapidly as possible with its assignment so that action may be taken by July i, 1968 or as soon thereafter as practicable to implement the California Land Conservation Act of 1965 in the County of Contra Costa. BE IT FURTHER SOLVED that the temporary oommittee appointed by this Board on January 23, 1968 to consider this matter is dissolved, PASSED AND ADOPTED this 13th day of February, 1968, by the following vote of the Board.
