CALIFORNIA In the Matter of Requesting. the ) California Highway Commission to Allocate Funds in the Amount of $495,500 Toward the Cost of Eligible Items of Construction RESOLUTION No. 68/94 within the Unincorporated Area } for the Urban Extension Project on Ygnacio Valley Road, FAS Route 800. WMMEAS, the growth and development of the Walnut Creek and Concord areas in the County of Contra Costa has resulted in traffic volume which warrants the improvement and widening of Ygnacio Valley Road (FAS Route 800); and Ygnacio Valley Road is an essential element in the City-County Thoroughfare System, and the Select System of County roads and City streets, which has been adopted by the Board of Supervisors, based on recommendations of the Contra. Costa County Highway Advisory Committee, City-County Planners, and the Mayors' Conference; and conforms to the master plans of the County and the Cities; and The County of Contra Costa, the City of Concord and the City, of Walnut Creek intend to execute a Joint Powers Agreement to cooperate in the widening and improvement of Ygnacio Valley Road, FAS Route 800, from Oak Grove Road to 300 feet northeasterly of Clayton Road as a Federal Aid Secondary Urban Extension Project, 4.21 miles in length; and Construction is proposed to start after January 1, 1969; and The total estimated cost of construction of said project, which is entirely within the urban area, is estimated to be $21271,000, of which the County portion is estimated to be $991,000,the City of Walnut Creek portion is estimated to be $386,000 and the City of Concord portion of which is estimated to be $894,000. The Cities and. County, prior to advertising for bids, will have acquired by purchase or'condemnation, the rights of way necessary for the improvement; and The Cities and County have considered the effect of the proposed financing in relation to the statutory formula contained in Section 188 et seq. of the Streets and Highways Code;. and Section 1433 of the Streets and Highways Code, California Statutes, provides that the California Highway Commission may snake an allocation of funds for the extension of a Federal Aid Secondary route into, or within, an urban area as such areas are designated by the Bureau of Public Roads; RESOLUTION No. 68/94 1. That the County of Contra Costa hereby requests the California Highway Commission to allocate funds pursuant to Section 143.3 of the Streets and Highways Cade for the widening and, improvement of the County section of Ygnacio 'Valley Road as an Urban 'Extension Project on FAS Route 800, in the amount of $495,500 for expenditure on eligible items of construction and. engineering, 2. The County abrees to pay as its portion, the remaining cost for said urban portion of the project, and further agrees that the work will be performed in conjunction with the Federal Aid Secondary Urban Extension construction project described herein. 3. That the County shall be the administrative agent for the project pursuant to said Joint Powers Agreement.
