G. and Nancy Anthony, Sr. ) ) WHEREAS, it appears from the records of this Board, that the Contra Costa County Building Inspector acting as the "Enforcement Agency" pursuant to the provisions of Sections 17014 at seq., of Title VIII of the California Admin- istrative Code, having determined that the building located at 1704 - let., N. Richmond , and more particularly described as Lot 161, Block 6, map of Truman Addition, Filed November 18, 1912, {asp Book 8, page 198, Contra Costa County Records. in unfit for human habitation or occupancy, and is therefore a publics nuisance, and said Building Inspector having posted said property with j2&jc# 12 Aute Nuisanct and having notified the owner (s) of said property that it is unfit for human habitation or occupancy, in the manner provided by law as appears more particularly from the declaration of the Building Inspector on file herein; and WHEREAS, the said building has not been repaired or removed as re- quired by said Notice to Abate Nuisance; and WHERE, said Building Inspector thereafter posted said property with Notic IQ AINU Nuisance,, which Notice specified the time and place of the hear- ing before this Berard for the owners of said property to show cause why the building thereon should not be condemned as a public nuisance, and the Build- ing Inspector having notified the owners of said property of said hearing in the manner provided by law, as appears more particularly from the declaration of the #14 2-65; 400 68 /43 (Third Notice) 1-D-1638 Building Inspector on file herein; and WHEMS, the natter having come on for bearing by this Board on Tuesday, January 23, 1968 atlOOO I A.M./M. as prodded in the Notice hersisabove mentioned; and WBEBUS, Queer of said property wing appeared and having re- quested additional time thin which to correct ciencion of the said ding and to abate the lance thsreof, and the d Baying considered the ma or and continued the h ing to Tuesday, , aA.M. .M. the owner of said pro 7` having appeared and wing re- quested additional within which to torr t deficiencies of the d build- ing and to abate the nos, thereof, and the rd having considered th ]latter and continued the h ng to Tuesday � O A.M./PQM. WE&RUS, the Board having considered the evidence presented by said Building Inspeotor and all other interested parties, the following appears and this Board now fisds that said building is unfit for kaman habitation or oc- cupancy by reason of the following deficiencies which are hereby found to exist: See Exhibit "A" 2.65; 1+00 (Third Notice) } 4 2 { BE IT THEREFORE RESOLVED that said building in unfit for human habita- tion or occupancy and is declared to be a public nuisance and the owners there- of are hereby ordered to abate said nuisance within 30 dare after a copy of this Resolution along with Notice thereof has boon posted to said property. BE IT F'URTHIR"t RESOLVED that it is the conclusion of this 'Board that said building cannot be reconstructed or repaired in a manner so as to comply with the provisions of Article 8 Chapter 9 of Title VIII of the California Administrative Code or the Contra Costa County Ordinance Code and therefore said building suet be rased or removed. IT IS FURTHER ORDERED that the notice pasted to said property shall specify that if said nuisance is not abated within the tiA* allowed, said mdeance will be abated by the Building Inspector of this County, and the ex- pense thereof made a lien upon the land upon which said bailding (s) are located. Dias NOM Nona ABSENT; None 68 /43 #1.4 2-65; 40D (Third Notice) Exhibit A Structural 1. The structure does not have a continuous reinforced masonry foundation under it' s entire perimeter. 2. The existing partial foundation does not extend 611 above grade and does not provide for adequate drainage. 3. The floor joist clear the earth less than the required lg inches. 1. The floor joist are 2x6 and 21+ inches on centers and exceed the allow- able maximum span of 7 feet. 5. The girder clear the earth less than the required 12 inches. 6. Underfloor ventilation has not been provided for on the basis of 2 sq. ft. per lineal feet of exterior wall. 7. Openings in the floor and walls for the passage of water, and sewage piping have not been sealed against the entrance of rodents, insects and vermin. 8. The Eft. 6 inch ceiling height in the bath and one bedroom is less than the minimum S ft. requirement. 9; The exterior finish has not been applied or maintained in a sufficient manner to protect the interior from the elements. 10. The windows have not been installed properly to prevent the entrance of moisture and protect the interiors of the structure from the elements. 11. The interior finish of wallpaper has not been applied over an acceptable base, resulting in cracking, peeling and falling from the ceilings and walls and is required to be replaced with a finish acceptable to the building code. 12. The exterior wood surfaces, such as trim, freeze blocks, and siding have not been applied or applied incorrectly, also have not received proper maintenance to protect the building from the elements. Plumbing 1 Water closet base is broken and leaks. 2 Water closet tank top is broken. The float valve is defective and does not shut off the supply of water as required. 3. The wash basin trap is not properly installed and vented, permitting sewer gases to enter the structure. 4. The bathtub has not been properly set to allow the wall finish to be properly applied and protected against moisture. S. The wall finish around the bathtub has deteriorated and needs replace- ment. 6. The kitchen sink is not properly trapped or vented. 68 /43 ' Exhibit A Continued 7. The floor covering on the bath has deteriorated and does not protect the structure from accumulation of moisture. S. Several areas where the plumbing piping passes through the floor, adequate flashing has not been provided and allows the entrance of insects, rodents and vermin. 9. The structure has not been provided with facilities far laundry purposes. 10. The water heater is located in an inaccessible area for proper mainten- ance or replacement. Heating and Ventilation 1. The heat supply to the structure is insufficient, does not provide the minimum of 700 F. temperature at a point 3 feet above the floor. 2. The space heater now provided, has not vent and shall be removed immed- iately, and the gas outlet capped until an approved appliance has been installed. 3. The vent cap on- the flue provided for the heating appliance is not of the approved design. �. The combination vent connection for the range and water heater is under- sized and not allowed to be of black pipe material. 5. The minimum of 1 inch clearance from combustible materials is required, around the range flue vent. 6. A ceiling vent of ,+8 sq. in. minimum is required over or near the range and it shall be vented to the outside air. Electrical l. , The capacity of the electrical system is inadequate to supply the pro- posed and intended appliance and lighting demands. 2. There is an inadequate number of electrical plug receptacles in all occupied rooms. 3. Wires in one kitchen plug outlet terminate in the box without being connected to the plug or the ends of the wires properly insulated from ground. 4. Circuit wires to plugs in living room are not provided with adequate insulation from ground, proper separation and, support from combustible materials. 5. One light fixture in living room not provided with adequate switch. 6. ', Junction boxes have not been provided at the ceiling outlets in the bedrooms and bath rooms. 7. Light outlet in bath is not on a switch and is not provided with a secondary ground. 8. Extension cords not allowed to be run on the surface to supply power to appliances and electrical outlets 9. ' All the electrical system to be brought into full code compliance. 68 /43
