HomeMy WebLinkAboutRESOLUTIONS - 01011968 - 1968-031 IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY , STATE OF CALIFORNIA In the Matter of Approval ) of Federal Highway Safety RESOLUTION NO. 68131 Act Program Proposals. ) BE IT BY THIS BOARD RESOLVED that Proposals Nos. 1 and 2 under the Federal Highway Safety Act Program as follows, are APPROVED: (a) PROPOSAL NO. 1 The County to set up an accident record and review proce- dure for the unincorporated area and. any cooperating cities. Pro It is proposed to set up the basic record and review pro- gram as follows: 1. Compilation of all accidents by use of IBM Computer program. 2. Selection of locations for critical study, based on high accident rate, severity or change. 3. Critical analysis of the accidents at the selected locations. 4. Review of the Location, the accidents and. the investi- gator' s report by a "Safety Review Committee." $. Preparation of report for consideration by the Board of Supervisors or the City Council involved as to cor- rective construction required and priority of work; and recommendations for policy. Organization County of Contra Costa, via its Public Works Department Traffic Division, would augment its staff and procedures to do the compilation of accidents and make the investiga- tion on criteria determined by Its Traffic Division. City Traffic Engineers' cooperative assistance will be utilized. Cooperative cities would furnish accident reports similar in information to that of the Highway Patrol. The "Safety Review Committee" to be appointed by the Board of Supervisors (considering appropriate recommendations) to include: RESOLUTION NO. 68/31 V3 1. County Traffic Engineer 2. Traffic Officer (California Highway Patrol suggested) 3. A City Engineer or alternate representative from staff 4. A County Engineer or alternate representative from staff 5. A City and/or County Administrative Officer 6. Representatives of citizen groups interested in traffic safety and administration The County Traffic Engineer will act as executive secretary for the Committee. He will have the backup resources of the County Public Works Department and such other County or City agencies that wish to cooperate. Time and. Folz This program should be active for a minimum of one year at the end of which the County and those cities wishing to continue will review the effectiveness of the program. Revision of procedures, intensity of review, scope and similar aspects would be considered in setting up a con- tinuing county program and methods for cities to partici- pate on a voluntary "Joint Powers" basis. .Appropriate reports to Mate and Federal agencies are expected. Appearances at 1TTE, CEAC , League of Cities and similar meetings may be desirable. Cost Approximately 6000 accidents are expected to be recorded, analyzed, etc . in a one-year period.. Records, IBM, etc. costs• .. . . : . . . .. . . . . . . . . . . 5,000 One man-year is the assignment to this special program contemplated for the invees- tigator, staff backup, etc. Personnel plus overhead. . . .. . . . . . . 15,000 Total request of safety, grant for this program (CC #1) . . . . . . . . . . . . . . . . . . . . . . . . x . . .$20,000 (b) PROPOSAL NO. 2 The County proposes to develop administrative warrants and/or criteria pertaining to the installation of certain traffic safety control devices on local streets and roads. Prog am In response to requests for the installation of pedestrian crossing s5ignals, guard rails:, guide postal center line markings and plain or painted curbing (exclusive of parking RESOLUTION NO. 68/31 controls) Local government needs a policy statement readily understandable by the public . It is. proposed to: 1. Review existing warrants and criteria for safety pro- visions and facilities as used or developed, by others. 2. Review actual current typical County (Statewide) prac- tice of installation and. use. 3. AttemDt to evaluates (1) and (2) in terms of effective- ness :both from a safety and administrative viewpoint. 4. Derive up-to-date administrative warrants and/or cri- teria, insofar as appears practical, or bring to light those areas where formal research and detailed original analysis is needed to develop true safety warrants and/or criteria. Organization. Time and Cast The County of Contra Costa Traffic Division would apply some of its staff efforts to this specific proposal within fiscal year 1968-1969. It is estimated that two man-months (with appropriate over- head) will be upended in this program. Total request of safety grant for this program (CC;#2) - $3o000- BE 3o000.BE IT FURTHER RESOLVED that these proposals be ,submitted to the Traffic Safety Program Committee of the County Supervisors Asso- ciation of California for their approval and for forwarding to the State Transportation Agency in application for an allocation of Federal. highway Safety Act funds.
