HomeMy WebLinkAboutRESOLUTIONS - 01011968 - 1968-025 IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY , STATE OF CALIFORNIA In the Matter of Requesting } the Resignation of the Director ) of the Department of Water ) RESOLUTION NO. 68/25 Resources, William R. Gianelli. } } WHEREAS Mr. William R. Gianelli, Director of the Depart- ment of Water Resources, on January 11, 1968, presented before the Water Problems Section of the Commonwealth Club of California, San Francisco, California, a talk entitled "THE DELTA MYTH," which presentation included erroneous and misleading statements with respect to hater quality in the Delta and the cost of main- taining such water quality; and WHEREAS the presentation incorporated a number of state- ments derogatory to the Contra Costa County Water Agency, governed by this Board of Supervisors, for instance, "There is something almost schizophrenic about the saber-rattling of Contra Costa County's politically oriented router agency. . ."; and. WHEREAS the office and constitutional position of the Director of the Department of Water Resources requires an objective, uncommitted, and unprejudiced attitude with respect to water resources planning throughout the State, it is, therefore, our conclusion that Mr. Gianelli' s comments are uncalled for, inappro- priate, and not in keeping with the prestige and dignity of the administrative office he occupies; and WHEREAS the comments made by Mr. Gianelli on January 11 are not the first he has made casting disparagement upon the work and efforts of the Agency to protect and preserve the economy of the Western Sacramento - San Joaquin Delta and the ecology of the San Francisco Bay - Delta System; and WHEREAS Mr. Gianelli' s recent refusal to negotiate with the Water Agency for a better water quality than would occur under the so-called November 19, 1965 "Memorandum of Understanding" indi- cates that he has "written off" the Delta.; and WHEREAS on January 12, 19689 during a regular meeting of the Eel River Assooiation, held in Concord, California, Senator George Miller, Jr. , in answer to Mr. Gianelli' s presentation before the Commonwealth Club, firmly declared that he should resign his office; and WHEREAS while this Hoard commended Governor Reagan for his appointment of Mr. Gianelli, it now finds it has no other recourse but to agree with Senator Miller' s recommendation that Mr. Gianelli resign. RESOLUTION NO. 68/2. 1 NOW, THEREFORE, BE IT RESOLVED that Supervisor A. M. Dias, Chairman of this Board, is AUTHORIZED to forward a dopy of this resolution to Governor Ronald Reagan , together with a copy of Mr. Gianelli' s address before the Commonwealth Club and request an audience with Governor Reagan and Senator Miller with regard to this matter at a time convenient to the Governor and to the Senator. PASSED AND ADOPTED this 16th day of January, 1968 by the following vote of the Board: AYES: Supervisors James P. Kenny, Thomas John Coll, Edmund A. Linseheid, Alfred M. Diss. NOES: Supervisor James E. Moriarty. ABSENT: None. ABSOLUTION N0. 68/25 IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, STATE OF CALIFORNIA In the Mutter of Satisfaction } of Liens, Termination of ) Reimbursement Agreements of RESOLUTION NO. 68/26 Certain Persons. WHEREAS instruments dated January 16, 1968, which provide that for valuable considerations had and received by the County of Contra Costa, any and all liens created by virtuB of reimbursement agreements and notices of liens executed by the following persons or ,granting of aid and assistance to said persons are hereby satisfied, and all real and personal property of said persons is released from the said liens and said referred to reimbursement agreements are canceled and the agency created is hereby terminated, are presented to this Board, to wit : Name of Persons Bate Executed Oscar Parsons Unknown Date William L. Ayer, Jr. April 3, 1963 Valentina Sinkevich March 6, 196 NOW, THEREFORE, IT IS BY THE BOARD RESOLVED that said instruments be and, the same are hereby APPROVED and the Chairman of this Board is authorized to execute said instruments on behalf of the County of Contra Costa.
