Heaton, ) Director of Planning. ) RESOLUTION NUMBER 68/22 ) WHEREAS Thomas G. Heaton retired from employment with the County of Contra Costa, California effective November 1, 1967; and WHEREAS Mr. Heaton, a native son of California, entered the employ of the county in 1938 in the capacity of Planning Technician and was the first professional planner to enter the county service; and WHEREAS Mr. Heaton during his entire tenure with the county was responsible for the supervision of county planning and served in the official capacity of Director of Planning since 1954; and WHEREAS Mr. Heaton during his service with the county saw the county grow from a rural community with a population of less than 100, 000 to an urban complex with a population of 550, 000 and with great agricultural, residential, commercial, and industrial elements; and WHEREAS Mr. Heaton worked with the county in the early days when planning could be performed in a relatively uncontested manner up through the 1950 and 1960 periods when competition for land use made planning a vital and often contentious function; and WHEREAS the planning capacity of Mr. Heaton is reflected by his full membership in organizations such as the American Society of Planning Officials and the American Society of Landscape Archi- tects and his selection and service for nearly 10 years on the California State Board of Landscape Architects; and WHEREAS the solution of many planning problems in the past has placed Contra Costa County In a favorable position to plan for the present and the future; NOW, THEREFORE, BE IT BY THIS BOARD OF SUPERVISORS RESOLVED that on behalf of officials and employees and the general public it extends to Mr. Thomas G. Heaton sincere appreciation for his dedi- cated efforts during the last three decades and wishes for him a long and interesting and enjoyable life in retirement. PASSED AND ADOPTED this 9th day of January, 1968 by the following vote of the Board: AYES: Supervisors James P. Kenny, James E. Moriarty, Thomas John Coll, Edmund A. Linscheid, Alfred M. Dias.
