Proposed Establishment
of a County-wide Human RESOLUTION NO. 67/932
Relations Commission.
i4HEREAS the Board of Supervisors on April 18, 1967 referred
to its Social Programs Committee (Supervisors A. M. Dias and T. J.
Coll) the matter of the proposed establishment of a Bounty-wide Human
Relations Commission and also the matter of the review of a proposed
Human Relations Ordinance developed by a Special Study Committee
appointed by the Board, and
WHEREAS the Social Programs Committee having on November 28,
1967 submitted its findings and recommendations on the proposed Human
Relations Commission and the related proposed ordinance; and
WHEREAS the Board on November 28, 1967 having considered the
report of its Social Programs Committee and set December 5, 1967 as
the date for public hearing on the proposed establishment of a county-
tide Human. Relations Commission; and.
WHEREAS on said date the fdllowing persons having appeared
and testified in favor of the establishment of a Human Relations Com-
mission: Reverend, William O. Smith, Concord; Mrs. Gladys Latimer,
Pittsburg; Mr. E. C. Marriner, City Manager, Pittsburg Mr. George
Ealy, Pittsburg; Mrs. Thomas Edwards, Richmond; Mr. William. Walsh,
Concord; Mrs. Dorothy Vance, Walnut Creek; Mrs. Lois Matusek, Concord;
and
WHEREAS on said date the following persons appeared and tes-
tified in opposition to the establishment of a Human Relations Com-
missions Reverend. Harold. Hougey, Concord; Mr. Arthur 'McCarthy$
Concord; Mrs. Peter Parker, Clayton; Mrs. William G. Wilt, Beneeia;
Mr. R. U. Compton., Orinda; Mrs. LuAnn Robson, Concord; Underssherif f
Harry Ramsay, Contra Costa County; Mr, Richard Parker, Concord;
Mr. Max Bennett, Lafayette; and
WHEREAS the members of the Board having questioned the
various proponents and opponents testifying on the utter of creat-
ing a Human Relations Commission and having concluded that further
attention to the matter was necessary, particularly in terms of the
county-wide status of said proposed commission inasmuch as 62 per
cent (62%) of the population of the county resides within the thir-
teen (13) cities in the county; and
WHEREAS the Beard on this date in line with the reeommenda-
tions of its Social Programs Committee adopted an order acknowledging
that the Special Study Committee appointed to study the county-wide
Human Relations Commission matter had satisfactorily concluded its
assignment and also discharging :the committee with the thanks of the
Board;

NOW, THEREFORE9, BE IT BY THIS BOA-RD RESOLVE) in line with
the recommendations of its Social Programs Committee that the matter
of establishing a county-wide Human Relations Commission is again
referred to the Contra Costa County Mayors Conference with the request
that a committee comprised of Supervisors and Mayors be established
to study the Human Relations Commission proposal cooperatively and
in depth and to make appropriate recommendations.
PASSED AND ADOPTED this 5th day of December, '1967 by the
following vote of the Board:
AYESs Supervisors James P. Kenny, Alfred M. Dias,
James E. Moriarty, Thomas John Call,
Edmund A. Linseheid.
