The Board's often-repeated philosophy of providing they greatest good for
the greatest number has been historically applied to Frontage I provenent .

existing adequate right of way may be protected and developed in an orderly
manner; right of way may be acquired :.,r provided an segments of the road system

in the encouragement of Frontage improvements, the "pay—as—you—go" princi-
ple must necessarily be .f'oilowed in conjunction with the present policy and

Within the framework of the principlees outliged above and with the under-
standing that policy statements caroti;t provide a complete and rigorous solution
to each, individual frontage lprovement problem, the following paragraphs provide
an out??? e of county policy to be applied,

A. General Interest Roads
County Freeways, and artarials of coup ty wide interest.
Included are those county roads embodied is the 1e(',itc-
ounty Thoroughfare System," Mate highways where access
rights have not been acquired and present or planned:
future four-late roads.
B. Other krterial Roads
Axrterials of area interest by virtue of their relationship to:
1. General Interest Roads.
2. Mata Freevays.
3. Important city Streets.

C. Residential and Other :vocal interest Roads

primarily the abutting property (may inclade residential,
minor business, rural, agricultural, commercial and
industrial areas).

Title 7 and Title 8 of the County Ordinance Code through the Building,
Drainage, Subdivision, Zoning and Encroachment Ordinances pr v de author'S.'Q',rcY'
for the installation of curb, gutter, sidewalk, street paving and drainage
control. (Application of this authority requires the recognition of physical
lixitation, environmental development and similar compelling ci,rcu Tztances.)
IV. General Conditions - (Where insti^ng Ri fit of � is Adequate)
A. When the street work is required as part of the frontage
improvement;

ment, except that the county will participate if

4. Fronting property owner or his agent shall be

Fronting property owner or his agent shall be

6. Fronting property owner or his agent shall be
responsible for all clearing g of the right of way,
grading, driveway reconstruction, landscaping and
all other zrk, incidental to the construction of
the frontage improvement.
7. The county -,;ill provide for permanent relocation
of traffic signals,, signs and similar publicly-
owned safety devices.

B. Where. capital construction projects for street widening or
reconst: a.cti.cn are budgeted or scheduled, the Board of Super-
visors, upon local request and support, will encourage Me

A. On General Interest Raids
When the N£'.tnting property owner is donating right of wast to
the county,r, the following conditions apply in lieu of a.ny
conflicting General Conditions in Section IV.
1. The curb and gutter shall be installed b, the owner..

VII. Maintenance of Fron Anprovemealits

VIII. Loss of Jurisdiction
County responsibility for engineering and other obligations shall
terminate on the formation of an assessment district covtr%g the proposed,
ork$ or through lass of jurisdiction by the country due to incorporation
of a city or annexation to a city.
7. Joint Jurisdiction Roads
In the case of county roads of geYneral, interest adjacent to a city
or in the case of city streets abutting unincorporated area, where street
widening is needed and lavol=res other jurisdictions, Section V will apply
to the extent that the county it ll pay for pavement widening and transverse
drainage in any portions of the road located in unineorpora.ted {area, under
the conditions outlined in Sect,-'-on V and-provided the city or fronting
property owner provides the balance of any necessary paying.
K. Exceptions
Any requests or exceptions to this policy ui ll be subject to the
.=,pp:'C?val of she Planning Commission and able Board of Supervisors.
IT IS TSSOQ4VPD that Board Order dated March 3, 1959, R solution No. 680
dated March 61 1962, and Board. Order dated July 6, 1964 are RESCINDED.
